The office of the Staff Judge Advocate, at 17801 Warren Shingle Blvd., provides several important services for newcomers to Beale, including legal assistance (wills and powers of attorney, notary services and legal advice), assistance in filing claims for loss or damage to personal property (household goods claims) and state and federal income tax preparation.
Legal Assistance: The office provides legal assistance to active duty, their dependents and retirees. Licensed attorneys are available for advice and consultation on personal civil legal matters (landlord-tenant issues, divorce, custody, consumer issues, leases, residency and many other issues.) The legal office also offers assistance in the preparation of legal documents and instruments such as wills, bills-of-sale and powers-of-attorney. In addition, there are helpful preventive law brochures to provide guidance on domestic relations, wills, consumer law and other legal topics. Walk-in legal assistance is available Monday and Tuesday, noon to 2 p.m.; Wednesday, 1 to 3 p.m.; Thursday, 10 a.m. to noon; and Friday, 11 a.m. to noon. Copies of the various brochures can be obtained by visiting the legal office. Notary services are offered Monday through Friday, 7:30 a.m. to 4:30 p.m.
Claims: Claims for lost or damaged household goods, privately owned vehicles shipped at government expense and theft or vandalism of private property located on the installation may be Uled with the claims office by calling (530) 634-3294/3295. The claims office conducts a claims briefing on Thursday at 10 a.m. Forms and instructions necessary for filing a claim will be provided at the briefing. Two important things to keep in mind for household goods claims: noting the damage on the DD Form 1840/1840R (pink forms) and turning in the DD Form 1840/1840R to the legal office within 70 days of delivery. First, it is important to note the damages or loss on the DD Form 1840 at the time of delivery and unpacking. If loss or damage is discovered at a later date, annotate the specified damage on the reverse side of the DD Form 1840 (DD Form 1840R) and bring all copies of the DD Form 1840 and 1840R to the claims office within 70 days from the date of delivery. Failure to note damage/loss or to deliver the forms within 70 days from the date of delivery may have adverse effects on your claim. Although claimants have two years from the date of delivery to file a claim for loss or damage, it is not recommended to wait until the statute of limitations are about to expire to file a claim.
Income tax preparation: The tax center, located at 6008 B St., provides free state and federal tax return preparation and filing. This service is normally offered January through April 15, but is expanded for returning deploying members and their families. For more information, contact the tax center at (530) 634-5536.
EMPLOYMENT OPPORTUNITIES
The Non-Appropriated Fund Human Resources Office, located at 17852 16th St., Suite 125, accepts applications for employment for off-duty military and family members. Many people cite Financial problems as their primary cause of stress. The personal Financial management program can help you manage your Finances more effectively. Whether you're struggling making ends meet or are planning a major purchase such as a vehicle or home, PFMP can help with classes and individual consultations. The staff also offers classes in managing credit, balancing checkbooks, car buying, home buying, investing and budgeting. If you're having your first child, you may attend the Bundles for Babies workshop, which helps new parents properly prepare for their new arrival.
AIR FORCE AID SOCIETY
The Air Force Aid Society is the official charity of the Air Force and is located in the Airmen and Family Readiness Center. AFAS provides interest-free loans and grants (in special cases) to meet unforeseen or temporary emergencies. PCS moves, medical emergencies, unforeseen car repairs, basic living expenses and emergency travel are among the common reasons military families face Financial hardships. All loans are assessed on an individual basis and require an appointment.
RELOCATION ASSISTANCE
Relocation assistance can help reduce stress and make your relocation easier through personal consultation and workshops such as Smooth Move that are speciUcally designed for your needs. Assistance is available at the wing Right Start/Info Fair but we also have a special spouse newcomer orientation called Happy Landings with free childcare and meals provided to help spouses connect to the Beale community quickly. Members can also take advantage of the Child Care for PCS program which offers limited free childcare for families arriving at or departing from Beale.
TRANSITION ASSISTANCE
TAP offers pre-separation seminars, resume writing classes, job search training, career fairs, negotiating salary and benefits and provides a myriad of resources to make your transition to civilian life easier. Individual mandatory pre separation counseling is provided for members separating or retiring from the military. TAP also maintains a comprehensive resource room with materials on everything from writing cover letters to identifying a career that is suited to your personality type.
CAREER FOCUS/SPOUSE & FAMILY
MEMBER EMPLOYMENT PROGRAM
We provide assistance to spouses and family members who are looking for work or in need of career planning or coaching. We help individuals assess their "job readiness" and make appropriate resources available to them, to increase their opportunities for success in the labor market. Through workshops and individual sessions we help individuals develop effective job search strategies.
PERSONAL & FAMILY READINESS
The Airman and Family Readiness Center offers a wide range of services to support airmen & families during all phases of the deployment/remote cycle. We encourage spouses and other family members to accompany the service member to comprehensive pre-deployment and reintegration briefings. We offer Hearts Apart Dinners, Give Parents A Break childcare vouchers, Morale Calls, Squadron Key Spouse connections, and special events that help families understand and cope with the deployment experience.
FAMILY LIFE EDUCATION
Family Life Education programs encourage families to develop and enhance their interpersonal skills. Programs focus on wellness and planning for change. Classes help build interpersonal skills necessary for family and personal growth. There are also Military & Family Life Consultants (licensed therapists) available to talk with on marriage/relationship issues, parenting issues, deployment issues, and daily life issues. These sessions are anonymous and no records are kept.
DISCOVERY RESOURCE CENTER
The Discovery Resource Center (part of A&FRC) provides walk-in customer access to computer software programs, Internet access, hard copy resources and video programs for individually-paced and self-directed exploration on subjects such as job search, Financial planning, stress, family issues, relocation and much more.
FAMILY SERVICES
One of your first stops, especially if you arrive prior to your household goods, will be family services located at 5114B Tern Court in the base housing area. Family Services loans dishes, pots, pans, irons, ironing boards, cribs, baby furniture, futons, bed linens, etc., free of charge.
AIRMEN'S ATTIC
The Airmen's Attic is staffed by volunteers from the community and offers members ranks E-5 and below used, serviceable appliances, furniture, household items, children's clothing and more free of charge. Items are not available to dormitory residents. Donations are accepted by calling (530) 634-5640 or DSN 368-5640. The program is located at 2459 Robert Nicoletti Way behind the Health and Wellness Center.
YOUR SPONSOR
Your sponsor is a personal representative of your gaining squadron commander who is assigned and trained to assist you and your family in all aspects of your relocation to Beale AFB. He or she will be knowledgeable about Beale and the surrounding communities and available to aid you from assignment notification until you are settled in your home and work center here.
Do not hesitate to ask questions of your sponsor, as they have the resources of the squadron and the relocation assistance professionals at Airman and Family Readiness to help them address your concerns and needs. Your sponsor should also provide you a "Welcome to Beale" CD which has a wealth of information about the mission, housing, employment and more. The CD also has links to relocation related Web sites, instructions for receiving your personal property and pictures to help you visualize your new home. Remember, Beale is relatively isolated and unless you are arriving by car, you should coordinate transportation arrangements from the airport to the installation with your sponsor. CHAPEL ACTIVITIES
The Beale chapel staff welcomes you and your family and invites you to join a vibrant and exciting chapel program. Their mission is to meet the spiritual needs of base personnel and their family members. They accomplish this by providing opportunities for worship, religious education, small group activities, outreach programs and fellowship events, all aimed at individual and family spiritual growth.
There are two chapels at Beale. The Valley Chapel is located at 6199 C St. The Foothills Chapel is in the family housing area at 15001 Camp Beale Highway. Both chapels can be reached by calling (530) 634-4701. For information on off-base churches or Jewish, Orthodox, Muslim and Buddhist services, please call the chapel office at (530) 634-4701.
When problems arise for individuals and/or families, the chapel staff stands ready to help. The chapel staff offers broad personal and family counseling services and referrals when needed. Couples who are planning to be married are asked to contact the chapel as soon as possible. FINANCE
The Financial Services Office, located at 17855 Warren Shingle Road, is a customer service organization providing prompt and accurate pay support to military members and civilian employees. Behind-the-scenes activities include payments to commercial vendors and other government agencies for supplies, equipment and services and maintenance of accounting systems that track annual expenditures in excess of $60 million.
Customer assistance is available on a walk in basis Monday through Friday, 8:30 a.m. to 4:30 p.m. and the cashier's cage is open 9 a.m. to noon. In-processing is held Monday and Wednesday at 8:30 a.m. in the Military Personnel Flight conference room. In-processing is scheduled through your unit's Commander's Support Staff. If you plan on taking Permissive TDY for house hunting or leave after arriving, please in-process with our office first to prevent over/under payment of Military Pay entitlements. Members are required to in-process with finance no later than 15 days from their date of arrival at Beale. Travel settlements are typically paid within five workdays. In addition, members seeking additional funds to set up households may draw advance pay up to 180 days after arrival with their commanders' approval.
Also, all members can use the government travel card for all official travel related expenses. Be sure to visit your departing FSO within 30 days of your departure so they can brief you concerning your PCS pay and travel entitlements and prepare your records for departure. The FSO may be reached by calling customer service at DSN 368-2201 or commercially at (530) 634-2201.
CREDIT UNION
Sierra Central Credit Union operates out of three primary locations in the local area: the base branch, located at 17602 25th St., near the base exchange and commissary; the Yuba City branch located at 820 Plaza Way and the Marysville branch at 422 4th St. The credit union has a total of 15 branches in northern California. Additionally, it operates other offices in Red Bluff, Redding, Chico, Citrus Heights and at the Sierra Army Depot in Herlong, Calif.
The credit union provides a broad variety of savings and lending services. They also provide share draft (checking) and Visa card programs. We are open Monday, Tuesday and Friday, 7:30 a.m. to 4:30 p.m. and Wednesday and Thursday, 8:30 a.m. to 4:30 a.m. The Beale Air Force Base branch mailing address is P.O. COMMANDER'S OPEN LINE
The Commander's Open Line, (530) 634-8888, is a telephone feedback system allowing you to call in complaints, questions, suggestions and commendations on life at Beale or in the Air Force. Calls are recorded, transcribed and given to the 9th Reconnaissance Wing commander. Some calls are answered personally on-the spot. Most others are referred to the appropriate agency that can provide the best answer. Once the information has been returned and the answer compiled, the commander reviews each one to ensure the call has been answered. Some calls and answers may then be printed in the High Flyer. Unfortunately, this process takes time and sometimes a quicker answer can be formulated if you give your name and phone number. This way, you will receive a return call as soon as the answer is found. In most cases, you will get quicker results if you confront the problem as it happens and direct your remarks to those in question. If that fails, then call the Open Line.
