SELF-MOVES/DO-IT-YOURSELF (DITY) MOVE
(Now called "Personally Procured Movement")
This program allows members to personally move household goods (HHG) and collect an incentive
payment from the government when they have orders for permanent change of station (PCS), temporary
duty (TDY), separation or retirement or assignment to, from or between Government quarters. A member
can use certain vehicles to move HHG instead of having the Government ship them. Members may use the
program to move all or a portion of their authorized JFTR weight allowance. The personal property counselors
give members information on the methods and procedures for making a move, advises members that
they may choose one of the methods stated below, either alone or in conjunction with a government
arranged move. The counselor also prepares DD Form 2278 (Application for Move) for members. The personal
property office does not advise members to move their property first and then complete the required
documentation afterwards as this may result in forfeiture of incentive. This program is available to military
members and the next of kin of a deceased member.
Types of DITY Moves
• Privately-Owned Vehicle (POV) Personally
Procured Transportation Move.
• Personally Procured Transportation Move
Using Rental Vehicles.
Member rents normal types of rental vehicles,
equipment, moving aids and packing material and
the member performs all labor for the move. An
advance operating allowance is authorized when
using this method.
• "You-Load They-Drive" Method.
• Commercial HHG carriers offer this type of
service. The member performs all or part of
the labor for packing, unpacking, loading or
unloading of the van. The commercial carrier
supplies the driver and performs the
line-haul movement.
• Personally Procured Transportation Move In
Connection With a Government Arranged
Mobile Home Shipment.
• Articles of HHG that can otherwise be authorized
for shipment at Government expense, but
must be removed from a mobile home to meet
safety requirements may be moved under this
program. Such items include, but are not limited
to, heavy appliances and furniture, air
conditioners, skirts, awning, etc. Incentive
payments are contingent on not exceeding
your total allowable cost.
Types of Vehicles
Authorized Privately Owned Vehicles (POV). A
member is eligible to participate in the Personally
Procured Transportation program utilizing his or
her privately owned vehicle. Incentive is NOT
authorized for any personal property moved in
travel trailers and mobile homes. Contact your personal
property counselor for specific questions.
Rental Equipment
You may also use rental trucks and/or trailers to
make your Personally Procured Transportation
move. It is your responsibility to make arrangements with the rental company of your choice. It is always
recommended that you shop around for the best
rates and equipment. The TMO is not authorized to
make referrals or recommendations as to which
rental company you should choose.
If you plan to haul a rental trailer, be aware that
temporary rental trailer hitches cannot always be
mounted on late model cars. Prior to placing an
order with the rental dealer, you should verify that
the temporary hitch would fit on the vehicle to be
used, or verify that the factory-installed hitch is
suitable for use with rental trailers.
Most truck-rental agencies provide familiarization,
operation and safety training on trucks and
associated equipment. This training is critical
because the member is liable while operating the
rental vehicle, which is similar to a POV to perform
the move. Rental agencies and the Government are
not responsible for training drivers in operating
leased vehicles.
Weight Tickets
Members must obtain weight tickets for all Personally
Procured Transportation moves, regardless
of weight allowance. The weigh master weighing the
vehicle and equipment must sign the weight ticket.
Weight tickets should contain the following
information:
• Complete name and location of scale
• Date of each weighing
• Identification of weight entries as tare, gross
or net weights
• Company or carrier identification of the
vehicle or license number of POV
• Last Name and Social Security number of
the shipper (for Navy personnel only)
• Last Name and Employee ID number of the
shipper (for Coast Guard personnel only)
• Last Name of the shipper (for Marine Corps,
Army and Air Force personnel only)
• Signature of weigh master
Members must obtain weight tickets at government,
commercial or public scales. To obtain your
empty weight if using a POV or rental vehicle, the
gas tanks must be full and you must be out of your
vehicle. All equipment associated with the vehicle,
i.e. spare tire, loading ramps, etc., must remain in the
vehicle. When weighing a trailer, it must be connected
to the towing vehicle.
After you have loaded your property into the
vehicle or trailer, obtain your loaded weight ticket
in the same manner as mentioned above.
If you are going to tow your POV behind the
rental vehicle, the POV must be disconnected
before obtaining weights.
The member will be counseled that he or she must
submit the required documentation/weight tickets
within 45 days from start of the move.
Caution
Certified weight tickets are needed (empty and
loaded). If weight tickets are not obtained, no monetary
allowance will be authorized and member
will be paid actual expenses only. Excluding
moves between government quarters, TMO may
approve constructive weight for moves between
government quarters. A DD Form 1701 may be
used. Contact your personal property counselor for
specific questions.
Professional Books Papers and
Equipment (PBP&E)
Any military member, who is entitled to ship
PBP&E at Government expense, may also use the
Personally Procured Transportation method for the
movement of the PBP&E. The PBP&E must be
packed and weighed separately on either a platform
or bathroom scale. If the member uses the Personally
Procured Transportation portion of the move
for PBP&E shipped due to immediate need upon
arrival at the new duty station, he or she must have
it weighed in order to receive proper credit.
Insurance Coverage
If you are planning to use a trailer for a Personally
Procured Transportation move check your automobile
insurance policy to see if you are properly covered
in case of loss or damage. Some automobile
insurance companies extend coverage when trailers
are towed behind a POV; others may not. The member
must procure additional insurance if required.
The Government does reimburse this insurance
cost. If you are involved in an accident, the other
party may file a claim against the member or their
insurance company. In such cases, the law of the
state where the accident occurs determines liability.
Some courts have determined that members operating
privately owned or rented vehicles on changeof-
station moves are not acting within the scope of
their employment. Thus, they may be not protected
by the Federal Tort Claims Act, Title 28
U.S.C. 2679(b). As a result, members may be held
personally liable if they have inadequate insurance
coverage to satisfy all damage and third-party
injury claims or lawsuits resulting from an accident.
If a member is involved in an accident, she or he
should notify the staff judge advocate at the nearest
military base about the accident as soon as possible.
To arrange for a self-move, contact the Traffic
Management Office at your losing duty station.
Pets
You must register your pet within 10 days of moving
on base at the base veterinary clinic. Your pet
will be required to have an annual rabies test. If your
pet has current rabies done within the last year, bring
the pets records and the clinic will replace the rabies
certificate and issue a new tag. Pets are not allowed
in lodging. There is a leash law for dogs and cats.
