What is RCI and Privatized Housing?
RCI stands for the Residential Communities Initiative. It is a Department of the Army program that is improving the quality of life for service members and their families. Through RCI, private companies are responsible for on-post family housing management, new construction, renovation and maintenance.

Picerne Military Housing (pronounced: Puh-surn) began managing family housing at Fort Bragg in August 2003 and Pope Air Force Base in September 2007. During the last five years, Picerne has greatly improved the quality of life for local military families. Picerne offers the same high-quality homes, amenities and services provided by most civilian housing communities without the additional costs. By relocating to Fort Bragg or Pope AFB, you have a unique opportunity to enjoy the advantages of living in privatized military housing.

Picerne Military Housing

Picerne Military Housing is dedicated to providing America's military families with the quality homes and neighborhoods they deserve.

Picerne's experience in developing and managing residential communities has been instrumental in improving the quality of life for military families at Fort Bragg, Pope Air Force Base and six other Army installations. Quality living begins long before families move in, as each Picerne home receives a comprehensive maintenance inspection. Homes are cleaned and painted and maintenance, upgrades or renovations are completed. Upgrades and renovations vary by housing area and may include items such as new mini-blinds, plumbing, lighting fixtures, counters, vinyl flooring and in some cases, carpeting and new appliances.

Neighborhood Offices
Today, ten neighborhood offices serve military families living at Fort Bragg and Pope Air Force Base. Each office provides full service property management and 24-hour maintenance. Knowledgeable, dedicated neighborhood teams are available seven days a week to assist with matters such as assignment and termination, placing of work orders and neighbor relation issues. Picerne's maintenance services include interior repairs and commercial lawn mowing. To help families spend more time together, Picerne residents do not have to cut grass or rake leaves. Picerne's surface-clean move-out policy has saved thousands of dollars for military families, as hiring a cleaning team is no longer necessary to clear post.

Neighborhood Centers
In eight neighborhoods, residents will find a custom-designed Neighborhood Center which features a neighborhood management office, resort-style swimming pool, fitness center, club room, multi-purpose room, media room, computer lab, gymnasium and coin-operated laundry facility. Picerne's Neighborhood Centers are proving to be the heart of the neighborhood and may be reserved by residents or Army or Air Force groups for functions such as birthday parties, baby showers, holiday gatherings or Family Readiness Group meetings. Two additional Neighborhood Centers are under construction or are in planning stages.

Applying for On-Post Family Housing
Families may apply for on-post housing at the Picerne Military Housing Leasing and Relocation Center located on the 6th Floor of the Soldier Support Center on Normandy Drive. Service members may also apply within 90 days of reporting to Fort Bragg or Pope AFB on the Web site www.braggpicerne.com. Detailed information including floor plans, photos, virtual tours and estimated waiting times can also be found on the Web site.

Documents required for wait list placement:
• Current PCS orders to Fort Bragg or Pope AFB (Dual military families must submit orders and photo identification for both service members).
• DEERS Enrollment (DD Form 1172), this form must be current (updated within last 12 months) and include all dependent information. Handwritten forms will not be accepted.
• Service member's photo identification card (front and back copy required).


Additional supporting documents required, if applicable:
• If acting on behalf of a service member, a current Power of Attorney (POA) authorizing said person to secure housing accommodations must be presented along with photo identification. (Front and back copy of ID is required.)
• Photo identification is required for adult dependent(s). Front and back copy of ID is required.
• At the time of application, a statement of pregnancy is required (when applicable) as confirmation of an additional dependent. The statement of pregnancy must be submitted on medical letterhead and include the expected due date and physician's signature. This documentation will be used to confirm additional bedroom eligibility.


Documents required to determine eligibility for wait list placement:
• Orders to a dependent-restricted tour (restricted tour returnees only).
• Form DA31 (leave form required if leave taken prior to report date to Fort Bragg).
• MEPS, Basic and AIT orders are required for new service members with Fort Bragg or Pope AFB as their first duty station.
• Additional documents may be requested to support special circumstances.


Bedroom Eligibility
There are more than 6,000 homes under Picerne Military Housing's ownership and management on-post. These homes are comprised of two, three and four-bedroom multi and single-family homes in 10 neighborhoods. Housing assignments and wait list eligibility are determined by current rank and the number of dependents that physically accompany the service member to Fort Bragg or Pope AFB.

Exceptional Family
Members and Family Services
Meeting the needs of modern military families requires understanding that some families have exceptional needs. Picerne's Family Services team works hand-in-hand with organizations such as the Exceptional Family Member Program, Family Child Care Providers and Warrior Transition Battalion to ensure that the housing needs of all families are fulfilled. Housing Assignment and Move-In
Once atop a wait list, Picerne Military Housing will call to offer the applicant a home. Seventy-two hours will then be allotted to reply to the offer. If no reply is received within 72 hours, the home may be offered to the next applicant on the list.

If Picerne is unable to contact an applicant due to incorrect contact information, the home will be offered to the next applicant; therefore, it is imperative that applications reflect changes in rank, contact phone numbers, family status and ETS or PCS orders. Updates can be made by visiting the Picerne Military Housing Leasing and Relocation Center located on the 6th Floor of the Soldier Support Center or by calling (910) 495-0878.

After accepting an offer, Picerne will establish a tentative move-in date. After a date is scheduled, the applicant will be given two copies of a memorandum authorizing a government-paid move. In order to schedule a move, the applicant must then take one copy to the Transportation Office within two days of receiving their family housing assignment. If Transportation is unable to schedule a move on this date, the appropriate Picerne Neighborhood Office should be contacted immediately to reschedule the move-in date. (If a home is located in the Corregidor/ Bougainville Neighborhood, for instance, the Corregidor/Bougainville Neighborhood Office is the appropriate point of contact.)

Prior to move-in day, the applicant will meet at the Neighborhood Office to review and sign all necessary paperwork. On move-in day, the resident will receive keys to the home, and a "walk through" inspection of the home will be performed with a Picerne representative.

New Home
Construction and Renovations

Picerne Military Housing has been working to improve the quality of housing on Fort Bragg through an aggressive development plan that includes extensive renovations of older homes, demolition of some homes, new rank designations for select home types and construction of new four-bedroom homes.

Since August 2003, Picerne has renovated more than 1,800 homes and constructed more than 1,300 new homes for Fort Bragg and Pope Air Force Base families. Newly-constructed and renovated homes offer improved floor plans and modern cabinetry and appliances. All new homes have at least four bedrooms, two and a half bathrooms and feature walk-in closets, private master bathrooms and oversized garages to accommodate large vehicles and additional storage needs. New and renovated homes are energy-efficient and computer-ready and include many exciting features such as kitchen islands, specialty flooring and double-sink vanities. New and renovated homes have been designed to be wonderfully suited for family life.

New Construction Waiting Lists
In order to prepare a designated area for new construction, renovation, demolition or new rank designation, some families receive offers from Picerne to move to new or renovated homes elsewhere on post. Accepting an offer to move allows a family to improve their quality of life while enabling Picerne to accomplish its development goals. From 2003 to 2008, only these families were eligible to relocate to recently constructed homes at Fort Bragg. However, as more and more homes have been constructed or renovated, the need for these offers has lessened. As a result, some wait lists for newly-constructed four-bedroom homes have opened to qualifying families moving from off-post or arriving with permanent change of station (PCS) orders. Last year, Picerne opened the first of its new construction wait lists for four-bedroom homes for grades E1-E5, E6-E9 and O4-O5/W4-W5.

Linden Oaks
In addition to improving existing neighborhoods, Picerne is also developing Linden Oaks, a new on-post housing community located eight miles from central Fort Bragg. This development is offering military families a new, more suburban option for housing without giving up the benefits of living on post. More than 600 Fort Bragg families have moved to Linden Oaks since 2007 and additional new homes are planned or are currently under construction. Linden Oaks is an evolving community that features an access control point with required identification checks and Fort Bragg's newest school, Gordon Elementary. Additional Department of Defense schools and a MWR Child Development Center are planned for the community.
