Army Emergency Relief
Army Emergency Relief (AER) provides financial assistance in emergency situations to all active duty Soldiers, retired military personnel and their families. Assistance is made on a case-by-case basis, common examples include: non-receipt of pay and allowances, emergency transportation and vehicle repair, initial rent and deposits, threat of eviction, essential utilities, deprivation, emergency medical or dental treatments and other emergency circumstances.

To apply for AER assistance, Soldiers need to obtain the AER application, DA Form 1103, from their unit chain of command. Upon completion, the application must be signed by the unit commander or first sergeant (if acting as commander, assumption of command orders is needed).

Family members of Soldiers who are overseas should go through the unit rear detachment to obtain assistance. They will need a power of attorney or the sponsor's verified authorization to obtain an AER loan. All applicants must show a valid military I.D. card, the latest leave and earnings statement, proof of a financial emergency and additional documentation as needed. A checklist of documentation required may be obtained in person at 5661 Screaming Eagle Blvd., 8 to 11:30 a.m. or 12:30 to 4:30 p.m. For more information, call (270) 798-5518.

Army Family Action Plan
Army Family Action Plan (AFAP) is designed to improve the quality of life for the total Army Family. AFAP facilitates change to enhance the total Army experience. The program encourages issues and concerns that affect the total Army quality of life to be heard by our leadership. The AFAP forums and annual conference are held to review and address local concerns and larger Army issues. The annual conference is held in the fall. Issues not resolved at the installation level are then forwarded to Forces Command and the Department of Army for resolution. Soldiers, Family members, Retirees and Civilians are all welcome to participate. Volunteers are always needed. For more information, contact the AFAP Program Manager, (270) 798-2063 or visit online at http://afap.campbell.army.mil. The AFAP program is located in the FRC, 1501 William C. Lee Road.

Exceptional Family Member Program
The Fort Campbell Exceptional Family Member Program (EFMP) serves more than 3,500 individuals with special needs. EFMP is a mandatory enrollment program that works in partnership with various military and civilian agencies to provide comprehensive and coordinated community support, housing, educational and medical support, and personal services to Families with special needs. An Exceptional Family Member (EFM) is a family member (child or adult) with any physical, emotional, developmental or intellectual disability that requires special treatment, therapy, education, training or counseling.

The following Soldiers with EFMs must enroll in the program:
• Active Army; U.S. Army Reserve (USAR) Soldiers in the USAR-Active Guard Reserve program; Army National Guard (ARNG) personnel.

Enrollment allows assignment managers at Army personnel agencies to consider the documented medical and special education needs of EFM in the assignment process. When possible, Soldiers are assigned to an area where their EFM's medical and special education needs can be met. This decision will depend on a valid personnel requirement for the Soldier's grade, specialty and eligibility for the tour. All Soldiers are still eligible for world-wide assignment.

Each year, the Fort Campbell EFMP partners with Child and Youth Services (CYS) to hold a two-week summer camp for children ages three to 21 who are enrolled in EFMP. This camp is unique because each child is paired with at least one Soldier Buddy volunteer. Children are allowed to attend the summer camp at no cost to parents.

The EFMP also sponsors a variety of recreational and cultural events during the year. For more information, contact the EFMP office, located at 5661 Screaming Eagle Blvd., Room 105 or call (270) 956-3738 or (270) 798-6843.
