Army Emergency Relief (AER) provides emergency financial assistance
to active duty and retired military and their family members. They
offer interest-free loans during times of emergency. Loans are provided
to prevent termination of utilities or housing, emergency travel, repair
of soldier's/family's only essential vehicle, etc. Soldier or family member
must visit with their Command Financial noncommissioned officer prior
to coming to ACS, with exceptions made only for Red Cross messages.

Consumer Affairs and Financial Assistance Program (CAFAP)
provides financial planning and budget counseling to soldiers and
their families on an individual basis. Checkbook maintenance
classes and financial management training are conducted regularly as well as unit training on personal finances.

Financial Management Readiness Training
(FMRT) provides training to first-term soldiers
and their families in the areas of checkbook
management, investments, savings,
major purchases, insurance, etc. Telephone:

United States Department of Agriculture
(USDA) Commodities is a food supplement
program. Eligibility is based on family size
and income. Commodities come in the first
Thursday of every month and are distributed
at Building 548 between 8 a.m. and 4:30 p.m.

Women, Infants and Children (WIC) is an
educational and nutritional food voucher
program for pregnant/nursing women and
children under the age of five who are at
nutritional risk. Eligibility is determined by
San Bernardino County personnel and is
based on family size and income. Program is
located in Building 548 and is open 8:30 a.m.
to 3:00 p.m. every Thursday and third
Wednesday of each month. Closed from noon

Army Family Team Building (AFTB) offers
classes that increase awareness of the military
way of life, builds self-esteem, and eases the
adjustment to life as an Army spouse/family.

The Army Family Action Plan (AFAP) is a
program that allows input from the people of
the Army to Army leadership. It's a process
that lets Soldiers and Families say what's
working, and what isn't—and what they think
will fix it. It alerts commanders and Army
leaders to areas of concern that need their
attention, and it gives them the opportunity to
quickly put plans into place to work toward
resolving the issues.
Installations and local levels hold AFAP
forums—active and Reserve Soldiers, retirees,
surviving spouses, DA civilians, Family members,
and tenant organizations identify issues
they believe are important to maintain a good
standard of living. Issues are either worked
at the local level or submitted up the chain
of command for resolution. The Program is

Family Readiness Group (FRG) offers
support and information to FRG Leaders,
Commanders and First Sergeants. Conducts
monthly training for FRG personnel and
annual training for Commanders, First
Sergeants and FRG Leaders. FRG's are
required to register at ACS before getting
approval to have fundraisers on post. Program

Information and Referral (I&R) maintains
an extensive resource directory on the
military and civilian community. Telephone:

Family Advocacy Program (FAP) assists
Army families in maintaining a sound quality
of life. It provides and coordinates education
programs on child/spouse abuse, parenting
skills, couples communications and anger/
stress management. FAP acts as a liaison
between civilian and military human services
organizations to assist service members and
their families obtain appropriate, responsive
assistance. They can provide crisis intervention
for family problems such as child/spouse
abuse, marital problems and parent-child
problems. FAP offers referral to temporary
shelter for victims of abuse. Other programs
include the "Kids on the Block," Opportunities
for Kids, Parent Partner Program and
Parenting classes. Program is located in

Sexual Assault Prevention and Response
Program (SAPRP) provides victim advocacy
services to victims of sexual assault as well as
education services to soldiers, Department of
Defense civilians and family members. Telephone:

Exceptional Family Member Program
(EFMP) works to meet the needs of family
members with physical, emotional, development
or intellectual disorders requiring specialized
services. Services provided are
information and referral, client advocacy,
support groups and case management.

New Parent Support Program (NPSP)
PLUS is a family support program that promotes
positive parenting and healthy families.
They offer services to families with
children three years of age and under and
expectant parents. Play mornings are held
every Tuesday at the Youth Center from 9:30
to 11 a.m. They offer Infant Care and Parenting
classes, along with Home Visitations.

Community Life Program is designed for
Fort Irwin residents to provide a direct link
between the community and the NTC commander
and his staff. The Fort Irwin community
is divided into 13 villages. Each
village has a mayor and vice mayor who act
as liaison between the residents and commander.
They represent the community at
monthly Community Services Council (CSC)
meetings, Mayors meeting, Town Hall meetings,
and the yearly Army Family Action
Plan Symposium. The Community Life Program
also oversees the Bi-Annual Spouses
Tour and the ACS Holiday Program. Program

Outreach Center extends one hand to
another, bridging the gap between military
personnel, spouses, dependents and the community.
Located in Barstow, it offers many of
the services available at the ACS office on
Fort Irwin. First and foremost the Outreach
Center is a home away from home, a place
to relax, adjust and meet other military
families. Some of the services available
are Resource Information and Referrals,
Employment Readiness, Lending Closet, Volunteering,
Spouse Support Groups and the
New Parent Support Program NTC Express
