Guam has only two kennels certified to quarantine your incoming pets; Andersen Pet Lodge (available to those affiliated with the military) and Harper Valley Kennels. Pet quarantine on Guam has become very confusing for personnel transferring with pets. Guam's quarantine law is designed to protect residents and pets from potential serious health problems associated with the presence and spread of rabies. Success of the quarantine program is dependent on maintaining isolation of your pet from other animals for the required quarantine period.
It's the Law -- Title 10 Guam Code Annotated Chapter 34 Article 3 governs importation of dogs, cats and other carnivores into Guam. This law states that these animals are required to complete a 120-day confinement in an approved Commercial Quarantine Facility. If specific pre-arrival and post-arrival requirements are met, animals may qualify for a shorter quarantine. Public Law 27-84. This law provides for a five (5) day or less quarantine program for pets entering Guam, provided that requirements are met prior to entry, by amending ss34302(b) of Title 10, Guam Code annotated. Ss(b)(2) is added to ss34302 of Division 2 of Title 10 of the Guam Code Annotated. Please call the Department of Agriculture, 671-300-7965/66, for further details.
Animals originating from the British Isles, Australia, New Zealand, Japan, and Hawaii on direct flights to Guam may be exempt from quarantine requirements after meeting shipping and veterinary examination requirements.
Users of service dogs, belonging to a Federal or State Government Agency, and certified guide dogs may wish to have their animals qualified to allow them to enter Guam without being held in quarantine at the Commercial Quarantine Facility. Please contact Department of Agriculture for more information. All other dogs and cats, regardless of purpose or health status are required to comply with Guam's quarantine law, and all must obtain a valid Entry Permit prior to travel.

Determine if your Pet Should Move to Guam
Guam is a tropical island with high temperatures and humidity throughout the year. The Department recommends that pets that are very old, very young (not less than 9 weeks if coming from exempt areas), chronically ill or debilitated, or pets that experience difficulty in hot climates, not be imported into Guam for quarantine. Pregnant animals past 45 days of gestation, are prohibited entry into quarantine. Persons importing pets into Guam do so at their own risk. The Government of Guam and this Department will not assume any liability for any consequences during shipment or confinement. The owner assumes all liability upon presenting the animals for entry into Guam.
Owners are responsible to ensure that all documents are in order, all requirements are met, and most importantly, copies are provided (facsimile copies and scanned copies are accepted) to The Department of Agriculture in advance with the required specifications and the veterinarian's signature. All original documents such as the 2 latest Rabies Certificates, the latest Immunization Record and the original Health Certificate must be retained and attached to the kennel. NOTE: Due to the limited time allotted from the receipt of the Health Certificate in Guam and the actual flight date., A a facsimile copy of the Entry Permit may be attached to the kennel for travel.
Deficiencies in any of the requirements will result in non-issuance of the Entry Permit and/or the animal being subject to the 120-day quarantine program. All applications for the less than 120-day quarantine program applicants must ensure that all general and specific pre- and post-arrival requirements must be met.
QUARANTINE RESERVATION REQUIREMENT:
For reservations for Pet Quarantine, IAW US Custom and Guam Department of Health regulations, all required forms must be accomplished and sent to Andersen Pet Lodge facility (fax or email) prior to reservations being made. Because of the limited work, pet boarding and quarantine space in the Pet Boarding facility, Patron Priority Policy will be established IAW Standard Operating Policy (SOP).

- Complete Andersen Pet Lodge Registration and Waiver agreement with your signature

Andersen Pet Lodge (DSN 315-366-5020) is the only federal government quarantine facilityon Guam. They serve all military and civilian employees coming to Guam, but give priority to those assigned to Team Andersen. Andersen Pet Lodge fees and services vary and are subject to change. Before a permit to ship your pet is issued, the following must be completed:
- Complete an entry permit application per pet
- Pay Entry Permit Fee ($60.00 per pet)
- Pay Pet License per year ($5.00 fee /per pet)
- Include two (2) Rabies certificate and all current immunization records with microchip number
- Mail completed application (s) and all documents with a cashier check or money order payable to Treasurer of Guam
Prior to Shipping your pet, you must: Email or fax Health Certificate 10 days prior to shipping to Department of Agriculture (DOA). Exotic birds or unusual pets must also have an import permit to come to Guam. The government restricts their importation to the island. Check with The Department of Agriculture, Animal Health Section 671-300-7965/66 for more information.
Vaccinations. Licensing, Registration
All dogs and cats entering Guam are required to be vaccinated for common infectious agents. Please contact the local Veterinary clinic for these requirements. Guam has a leash law and requires pet licensing. If you live on base your pet must always be on a leash (unless at the dog park), micro-chipped, and registered at the Andersen Veterinary Clinic.
