All military members with families are required by the Department of the Army to report to the the Housing Services Office (HSO) as part of in-processing. Military personnel must sign in for duty and have their permanent-change-of-station orders before they can apply for on-post housing. Fort Leavenworth homes are available to military members from all service branches assigned here.
The HSO is located in the Resiliency Center, Room 327, 600 Thomas Avenue.

FLFHC is located at Dodge Hall, 549 Kearney Ave. Normal operating hours are 7:30 a.m. to 4:30 p.m. Monday through Friday. The phone number is (913) 682-6300.
Residents can call 651-3838 to request maintenance service. Service requests can also be submitted via the website.
Service requests are placed into one of three categories: emergency, urgent or routine. For tracking, a number is assigned to the work order at the time of request. When calling, residents should clearly state their name, address and phone, and the nature of the problem to ensure a proper and effective response. Residents should also provide permission to enter their home, or request a morning or afternoon appointment. FLFHC expects to respond to all maintenance requests within 72 hours.
In addition to responsive maintenance service, FLFHC provides yard maintenance for each home. Military families no longer have to cut grass around their homes, except within fenced yards.
Unaccompanied Permanent Party

Many families buy or rent housing in the nearby private communities. The Housing Services Office (HSO) is staffed with government employees to provide relocation assistance to Soldiers, families and civilians. Most rentals are within 30 miles of Fort Leavenworth. One resource to search for properties is on the Department Of Defense (DoD) Automated Housing Referral Network (AHRN) website.
Security deposit should not exceed a one month’s rent in advance, refer to the Kansas Landlord Tenant Handbook and Missouri Landlord-Tenant Law for guidance. You must contact the HSO before entering an agreement off post. This will ensure that you don’t enter into a rental agreement with a landlord or agent on the Restrictive Sanction List. Rental Agreements terms is from 3 months minimum to one year. Our staff is trained and experienced with the local rental market to help you avoid problems. Please call the utility companies since deposit amounts may vary depending on the area you will be renting in.
Personnel on Permissive TDY must report to the gaining Housing Services Office on the first day of the PTDY to receive the Housing validation stamp. Soldiers must have a DA Form 31 authorizing PTDY. Failure to receive the validation stamp could result in being charged leave for the entire period.
Temporary Lodging Expense
Soldier is authorized TLE not to exceed 10 day. TLE is authorized for temporary lodging at either your old or new permanent duty station (PDS), not enroute. It is not payable while you are in a paid travel per diem status. TLE is to be paid at your gaining PDS only. Questions concerning entitlement amount and to receive payment should be directed to the Defense Military Pay Office by calling (913) 684-5721. Statement of Non-availability is NOT needed for off post lodging, due to Fort Leavenworth Lodging (Hoge Barracks-IHG) being privatized.
On March 1, 2006, Fort Leavenworth family housing became privatized under the Army’s Residential Communities Initiative (RCI). The program’s goal is to improve the quality of life for military families by offering safe, affordable and attractive residential communities. The intent of the program is to provide military families the same quality of life housing as the civilians they defend. The Army chose Michaels Military Housing, LLC (MMH) as the development partner to take on this mission at Fort Leavenworth. The Army and Michaels came together to form a new entity that owns the housing — Fort Leavenworth Frontier Heritage Communities, LLC.
While FLFHC is the owner, MMH handles all of the day-to-day construction, and housing operations are professionally managed by Jillden Realty Management Company. MMH is solely owned, managed and operated by Michaels Development Company and its affiliate, Jillden Realty Management. MMH has been organized and resourced to be a long-term partner with the military in implementing the Military Housing Privatization Initiative. Clark Realty Builders, as the general contractor, is constructing new homes and renovating current housing to bring them up to community standards.
MMH has started its 50-year plan for the development, construction and operations of 1,578 privatized family housing units on Fort Leavenworth. A total of 703 homes will be demolished, 708 new homes will be built, and 588 homes will receive varying levels of renovation.
Residential Communities Initiative
As the Army’s liaison to the FHC partnership, the RCI mission is to represent the family housing residents in dealing with the housing and installation staffs at Fort Leavenworth.
In general, and under normal conditions, residents will interact routinely with the FHC’s property management office for day-to-day items related to family housing. However, from time to time, the residents may need to contact the RCI to share their opinions about family housing or discuss other issues that may arise. The RCI may act as a mediator between the residents and the property management team on any unresolved issues or concerns. RCI also handles the Housing Services Office (HSO).
