ACS ARMY VOLUNTEER CORPS (AVC)
The Fort Carson Army Volunteer Corps can connect community members with volunteer opportunities throughout the installation and community. Volunteering allows community members to meet new people in interesting and varied settings, and enables them to grow personally while gaining a sense of accomplishment. Army Community Service has a place for people to contribute to the community, learn new skills, meet others, make new friends and plan out their future career paths. The Fort Carson Mayoral Program was established to enhance the quality of life for residents of the installation. Each village has an elected/appointed mayor and deputy mayor who act as community liaison, representing the village and residents. ACS FAMILY ENRICHMENT PROGRAM (FEP)
FEP is comprised of Army Family Team Building, Army Family Action Plan, Company Commander & 1SG Spouse Seminar and Army 101.
Army Family Team Building is a series of training modules taught through the local ACS office that cover topics such as Army knowledge, personal growth skills and leadership skills. AFTB improves personal and Family preparedness which enhances overall Army readiness and helps all members of America’s Army adapt to a changing world. To sign up for classes, call 526-8747.
The Army Family Action Plan is a quality of life process that allows members of the total Army Family to identify and recommend solutions to issues that affect the quality of life of the Total Army family. An installation level conference is held at Fort Carson annually. Members of the Total Army Community become involved in the AFAP conference by serving as delegates, volunteer facilitators, recorders and administrative assistants. Army 101 is a four-hour class that provides civilian neighbors with an introduction to military term acronyms, chain of command, community resources, benefits and entitlements, expectations of military culture and an introduction to traumatic brain injury and post-traumatic stress disorder. The Company Commander and 1SG Spouse Seminar course provides spouses of company/troop/battery commanders and first sergeants with an opportunity to meet with their peers, share experiences, and receive current information from professional subject matter experts on multiple areas of interest. ACS MOBILIZATION AND DEPLOYMENT READINESS PROGRAM
The Army Community Service Mobilization and Deployment Readiness Program provides assistance to Soldiers (active duty, Reserve, National Guard) and their Families. The Family Readiness Program assists units and their Families in preparing for deployment. Operation READY predeployment briefings are scheduled through individual units. ACS MILITARY AND FAMILY LIFE COUNSELORS (MFLC) PROGRAM
The Military and Family Life Counselors program provides confidential, licensed and experienced mental health professionals trained on military Family-specific topics regarding the deployment cycle, military culture and reintegration. ACS EMPLOYMENT READINESS PROGRAM (ERP)
The Army Community Service Employment Readiness Program provides assistance and self-development workshops to military Families. ACS understands the mobile lifestyle of the military community, the effects and restrictions it has on Army spouses or dependents searching for employment and career advancements. This program is designed to assist the military Family in finding and securing employment. Information is available on civil service (appropriated fund employment); nonappropriated fund employment in recreation facilities, child care and other areas; government agencies including state, city and county; contract positions within Fort Carson and the community; and local companies in the surrounding communities.

ACS FINANCIAL READINESS PROGRAM (FRP)
The Army Community Service Financial Readiness Program provides free professional financial counseling. Services include:

- Screening and registration for federal, state, county and city assistance programs
- Assistance with consumer complaints and resolution of issues concerning local businesses

ARMY EMERGENCY RELIEF (AER)
Army Emergency Relief provides emergency financial assistance to Soldiers (active and retired), and their Family members, when there is an established need. Assistance is available for food, rent, utilities, emergency travel, vehicle repair and funeral expenses. AER also gives undergraduate education scholarships, based primarily on financial need, to children of active-duty and retired Soldiers. AER cannot help pay for nonessential items; finance ordinary leave or vacation; pay fines or legal expenses; help liquidate or consolidate debt; assist with home purchases or improvements; help purchase, rent or lease vehicles; cover bad checks; or pay credit card debt. All requests are reviewed on a case by case basis.
Active-duty Soldiers are encouraged to go through their unit command financial noncommissioned officer (CFNCO). If you are unsure who your designated CFNCO is, call 526-0438/4590. ACS RELOCATION READINESS PROGRAM (RELO)

The program will provide the resources to make an informed relocation decision. Available services vary from outbound consultations (individual or Family) to relocation-related educational classes to welcome packets to sponsorship training to an alternate language program. ACS COMMUNITY CONNECTION
The ACS Community Connection Center offers Soldiers and Families a centralized location to gather information and resources on the Fort Carson and Colorado Springs communities. Stop by and pick up a “Welcome to Fort Carson Packet” and learn what we have to offer. Services vary from newcomer orientation to the Loan Closet to multicultural support groups (German, Korean and Spanish). To make copies, send a fax or check out your Facebook page, the computer lab is available for use (CAC accessible with printers). ACS LOAN CLOSET
The ACS Loan Closet provides temporary household goods to Soldiers and Families arriving to or departing from Fort Carson. Items vary from pots and pans kits to infant and toddler car seats to folding tables and chairs to crock pots. The ACS Loan Closet is located at the ACS Community Connection Center in building 1524. ACS MULTICULTURAL SUPPORT PROGRAM
The ACS Multicultural Support Program is designed to assist foreign-born Family members with services varying from English as a Second Language to immigration and naturalization. Prior registration and testing are required for ESL, 526-9348. For assistance with immigration and naturalization call 526-1070. Due to the high demand of this service, appointments are required. Active duty should be assisted by their S-1 personnel. Services include citizenship paperwork, permanent resident card paperwork, petitions for Family members to come to the United States and much more. ACS COMMUNITY INFORMATION & REFERRAL PROGRAM
The ACS Community Information and Referral Program provides information on available resources and services for Department of Defense identification card holders. This program links together local, state and federal resources. For more information, call 526-8747.
ACS SOLDIER AND FAMILY READINESS PROGRAM (SFRP)
The Army Community Service Soldier and Family Readiness Program promotes individual, couple and family wellness by offering a comprehensive program that includes awareness, education and support to prevent family violence. Classes are offered to commanders, troops, professionals, Families and the community. Prevention and support services include: the New Parent Support Program; child safety education; nurturing programs; single parent support, playgroup; infant massage; Cooperative Parenting and Divorce; Boot Camp for New Dads; Prevention and Relationship Enhancement Program; marriage workshops; various life-skills seminars; and the Victim Advocacy Program. A victim advocate is a person who is there to help support victims in making decisions to promote safety. An advocate will walk with the victim through the various stages that may be involved in their case. The goal of advocacy is to support and empower victims to make their own decisions. ACS EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP)
The Exceptional Family Member Program is a program designed to assist military personnel agencies in making assignments for the Soldier, accompanied by Family members as often as possible. The EFMP works together with other military and civilian agencies to provide a comprehensive and coordinated multiagency approach for community support, housing, medical, educational and personnel services to Families with special needs. Enrollment into the EFMP works to ensure that needed services are available at the gaining installation before the military personnel office (Human Resources Command - HRC) assigns the Soldier to that new duty location.
An exceptional Family member is a Family member, regardless of age, with any physical, emotional, developmental or intellectual disorder that requires special treatment, therapy, education, training or counseling. The program applies to the following Soldiers: active Army; U.S. Army Reserve Soldiers in the USAR Active Guard Reserve Program (mobilized and deployed Soldiers are not eligible for enrollment in the EFMP); Army National Guard AGR personnel serving under authority of Title 10, United States Code and Title 32, United States Code.
EFMP enrollment allows assignment managers at Army personnel agencies the opportunity to consider the documented medical and special education needs of the EFM in the assignment process. When possible, the Soldier is assigned to an area where the medical and educational needs of his/her EFM can be met. This depends on a valid personnel requirement for the Soldier’s grade, specialty and eligibility for the tour as well as current assignment priorities. All Soldiers are eligible for worldwide assignments, regardless of EFMP status. It is important to understand that a Soldier can be “nominated” for a specific assignment at any time. This is why it is crucial to have the Family member EFMP enrollment up-to-date at all times.
The Fort Carson ACS EFMP office provides assistance with identification of exceptional family members; information and referral; linkage with disability-specific support groups and recreational activities; advocacy (assignment, housing, school, etc.); relocation (both incoming and outgoing); community support assistance, resources and systems navigation; appropriate placement of children with life threatening conditions, functional limitations or behavioral/psychological conditions into CYS programs; and respite care services for qualifying families.

ACS SEXUAL HARASSMENT ASSAULT RESPONSE AND PREVENTION (SHARP)
The SHARP Program provides victim advocacy services, support, information, resources and referrals for adult victims of sexual assault. The SHARP Program also coordinates emergency medical care and counseling services as needed or requested. This program is not only available to victims of sexual assault but also to anyone within the military community interested in sexual assault prevention and education. ACS SURVIVOR OUTREACH SERVICES (SOS)
Losing a loved one is one of the most difficult things anyone can go through. The Army Community Service Survivor Outreach Services connects survivors with people who can help them move forward and find strength, to include a financial counselor and a support coordinator. Many times after losing a loved one, there are unresolved issues or questions that may surface months or years after the loss. SOS staff understands new issues and questions may surface long after the Casualty Assistance Officer has concluded his duty. ACS OUTREACH PROGRAM
The Army Community Service Outreach Program, located just inside the Community Connection Center in building 1524, identifies family support program requirements within the community. It coordinates and implements comprehensive outreach initiatives designed to facilitate the delivery of existing services and develop new services based on the results of annual needs assessments. Such initiatives may include: one-on-one home visits for isolated Families, exported outreach services to off-post housing locations, satellite centers and other locations and events. ACS SOLDIER AND FAMILY ASSISTANCE CENTER (SFAC)
The SFAC is a relaxed environment with dedicated staff providing individualized, integrated support services to wounded, ill or injured Warriors and their Families. The SFAC is located at 1481 Titus Blvd. in building 7492.
The SFAC provides assistance with financial counseling, employment, education, benefits counseling, community programs, and a Warrior Support Group for Spouses. For more information, call 719-526-5807.
THE WARRIOR FAMILY COMMUNITY PARTNERSHIP (WFCP)
The mission of the ACS Warrior Family Community Partnership is to integrate existing systems of support and services to Fort Carson Soldiers and their Families to assure an optimal quality of life while fulfilling their mission to our nation. The WFCP concept also serves the Greater Front Range Community by providing a forum and facility space for individuals and groups wishing to support Soldiers and Families with services, gifts and volunteer activities. Opportunities for Soldiers and Families can be found online through the program’s Slick Deals for Soldiers and Families. The WFCP community council meets quarterly on Fort Carson with the purpose of getting an update on the program, providing feedback on the program and socializing with key civilian and military Fort Carson leadership. AMERICAN RED CROSS
The American Red Cross at Fort Carson has two offices. The main office is located on the first floor of Directorate of Family and Morale, Welfare and Recreation in building 1217, room 114, on the corner of Ellis Street and Specker Avenue. The telephone number is 526-2311. The volunteer office is located at Evans Army Community Hospital, building 7500, room 1033. The telephone number is 526-7144. Office hours are Monday-Friday, 8 a.m. to 4:30 p.m.
Services include: Emergency communication in the event of a critical accident, illness or death in a servicemember’s immediate family; the Red Cross should be notified at once. The Red Cross will verify the situation and relay emergency leave requests, if necessary, to the proper military authorities. It is up to commanding officers to decide whether or not to grant leave. For assistance, call the Services to Armed Forces Center at 877-272-7337. When an emergency arises that requires the presence of the servicemember or his or her Family, the Red Cross may provide access to an interest-free loan or grant for travel expenses. These funds are made available by the military aid societies. They may be authorized for other emergencies as well, and are disbursed on the basis of need. Referrals to specialized sources of help are also available to servicemembers and their Families. This service is provided on behalf of Army Emergency Relief after duty hours.
Volunteer services: Many volunteer opportunities are available including service at Evans Army Community Hospital, post dental clinics, main office or local chapter. Disaster assistance and CPR/first aid courses are provided by Pikes Peak Chapter. Call 632-3563. Hours of operation are Monday-Friday, 9 a.m. to 5 p.m.

SOLDIER FOR LIFE TRANSITION ASSISTANCE PROGRAM
The Soldier for Life Transition Assistnace Program (SFL-TAP) is located in building 6237, 1626 Elwell Street near Carson Middle School. SFL-TAP conducts pre-separation counseling sessions and coordinates all Veterans Opportunity to Work Act (VOW Act) mandated classes. Building on the VOW Act mandated courses, SFL-TAP also offers a full range of advanced transitional courses such as federal resume, advanced resume, interview techniques, and social networking. SFL-TAP career counselors work one-on-one with separating Soldiers and their Family members on job searches, resumes and career guidance. SFL-TAP provides networking opportunities with veteran-ready employers by hosting job fairs, community panels and employer outreach events. The SFL-TAP Center features a client computer lab with Internet access and a library of transition-related reference materials. The center is open Monday-Friday from 7 a.m. to 4 p.m. and closed Thursday from 11:30 a.m. to 1 p.m. for staff training.
