Here's what you will need to know to begin the application process:

- Valid ID/DA-31/Clearance Sheet
- Copy of Orders (Copy of Stamped Orders will need to be provided once you have arrived on post.)
* If Fort Bliss is your first permanent duty station, please include a copy of your orders from Basic Training and AIT so that you may be given the correct eligibility date.
- Submit all required documentation. You do so by either
- Faxing your documents to Balfour Beatty Communities Management Office; or
- Submitting an application online through the Resident Portal.
* You will need your AKO (Army Knowledge Online) login information to apply through the Resident Portal. Contact our office if you have problems getting this information.
- Once an application is received, we will review your housing eligibility based on your rank and family size, and then schedule a walk-through tour. You can also go to the Neighborhoods page to explore the area and learn about our home styles.
- If a Service Member does not apply within the 30 day window, the eligibility date will be the date of application.
- If a Service Member is PCSing to Fort Bliss and is within the 30 day window, the eligibility date is the day they left their previous duty station, verified by clearing papers, is the eligibility date.
- If a Service Member is coming from an unaccompanied tour, i.e. Korea, their eligibility date is determined from, and back-dated to, the date they departed their previous duty station for the unaccompanied tour, with a maximum of a 14 month credit.
- If this is the first duty station for a married Service Member, the eligibility date is the date of entry into the military. If the Service Member was married after the date of entry the eligibility date is the date of marriage.
Plan Your Move
Whether arriving or departing, we understand that an organized move is ideal. Below are tips to help you plan a stress-free move.
- Renter's Insurance: While Balfour Beatty Communities provides all residents with an insurance policy that covers up to $20,000 in personal property coverage with a $250 deductible, we recommend that you obtain additional renter's insurance for extra coverage. Damage to vehicles caused by acts of nature is not covered in the provided renter's insurance and should be filed with an individual's automobile insurance. For more information about the included renter's insurance, please contact the Community Management Office.
- Driver's License: To obtain a new driver's license with your updated information, visit your new county's Department of Motor Vehicles (DMV). You will likely be required to fill out some forms and potentially take a new eye test and photo. You will also have to register and pay for new state license plates at the DMV (the title is also transferred during this process).
- Change of Address: Don't forget to share your new address with friends and family, post office, utility companies, insurance companies, banks and financial institutions, creditors, health providers, schools, subscriptions, travel/auto clubs, and other organizations.
Moving with Children
- Keep your children in the loop and talk openly about the move. Filling your children in on the big change sooner rather than later will give them extra time to process. Be available to talk and let them express their concerns openly. A writing journal may also give them the opportunity to write down favorite memories and jot down their thoughts and feelings.
- Explore together. Spend time researching the area to see what fun things there are to do in your new town. You can also research sports and community activities in the area, such as events held by the Balfour Beatty Communities' LifeWorksprogram. For school-age children you can also review their school calendar to see if there are any upcoming interesting activities.
- Get them involved with the packing process. Organize a special box with their favorite things and unpack this box first so that they feel at home.
- Prepare for goodbyes. Collect email and street addresses as well as phone numbers from friends and neighbors. You can even prepare a message book for your child with well wishes from neighbors and friends to prepare them for their new journey.
- For the move itself, make sure to have plenty of entertainment available such as car/plane-friendly games, CDs, books/magazines, healthy snacks and a portable DVD player.
At Balfour Beatty Communities, we take sustainability seriously. Below are a few suggestions to help you relocate responsibly.
- Condense and simplify your belongings. The less things you have, the less you have to move. To lessen the load, try hosting a yard sale to earn a few dollars for your upcoming adventure or donate your belongings to a local charity organization.
- Think ahead by starting to save newspapers and coupon flyers early. They are perfect for wrapping your knickknacks and won't cost you extra money. You can also save bubble wrap, packing peanuts and padded envelopes from various purchases.
- Invest in reusable bins or trunks. If you prefer using cardboard boxes, visit local stores to see if they have boxes that may have otherwise been discarded. Be sure to recycle your used boxes when you are finished with them.
- Pass on the water bottles. Moving boxes and furniture can be a strenuous activity and it is important to stay hydrated. Consider purchasing a water filter or reusable water bottle. If you do use plastic water bottles, be sure to recycle!
Moving with Pets
- Review the Balfour Beatty Communities Pet Addendum, found in Policies & Forms. It would also be helpful to research state/province leash laws, pet ordinances, and pet licensing requirements applicable to your new location.
- Reach out to your current vet for a copy of your pet's medical records as well as any travel advice or vet recommendations in your new area. They may also offer some tricks to lessen the stress caused by traveling.
- Prepare new ID tags for your pets with your new address. If your pet is micro-chipped, make sure the database is updated as well.
- Pets like routine and will notice any unusual activities such as packing. Try packing over an extended period of time to lessen the anxiety for both you and your pet. Set up a familiar place in your home and maintain your usual feeding and bathroom break schedule.
- Stress has been known to cause misbehavior in pets and sometimes even causes them to runaway. Make sure to have a recent photo on hand in case this unfortunate event occurs.
- For small animals kept in cages, to prevent draft and keep them calm, be sure to cover the cage with a cloth.

Once a home has been assigned, you will be given an assignment letter that details your new home address and move-in date. Move-in orientations can be scheduled in advance during normal business hours. During move-in orientation, a Resident Specialist will review important community policies and guidelines such as: an explanation of the Resident Responsibility Agreement, Resident Guide, Property Condition Report, and Lead Based Paint Handbook, as well as instructions on submitting a service request. Please call our office to reserve a move-in time that is most convenient for you.
Once you arrive on base and check in with your command, visit the Balfour Beatty Communities Management Office to schedule an appointment to sign all required leasing paperwork. If the service member is not present, a Special Power of Attorney must be present to authorize the person signing. Please also bring a copy of your stamped orders and allow 45-60 minutes to review and sign all necessary paperwork.
Please note that we will prorate the month you move in and that all monies for that month are due at move in. Accepted forms of payment include: certified fund or credit card (i.e. cashier's check, money order, or bank draft). The allotment option can only be started on the 1st of the month and will be withdrawn on the last business day of the month.

We understand that relocating can be a stressful time and we would like to make your departure process as convenient as possible.
Move Out Process
To get started with your move-out process, please notify the Community Management Office of your upcoming departure within a minimum of 30 days, unless otherwise detailed within your lease, by submitting a Notice to Vacate form. The Community Management Office will schedule your Pre-Move-Out and Final Inspections as well as download you on other important information such as cleaning requirements. |Q:||If I am moved due to renovation/demolition, how much notice will be given prior to the move?|
|A:||All efforts will be made to provide as much notice as possible; however, you will be given a minimum of 30 days notice.|
|Q:||If I am moved due to renovation/demolition, will I have to clean my home?|
|A:||The home must be clean from a health and safety perspective and the appliances must be fully cleaned; however, the standards of cleanliness will be less than for a unit that is occupied. You will be provided those standards by the Management Office.|
|Q:||If I currently live in housing on base, do you need any additional information from me regarding my deployment?|
|A:||Yes. Please leave a point of contact for Rear Detachment with us in case we need to contact you regarding your allotment.|
|Q:||What if I am a single parent and I am deployed? Can I appoint someone to occupy my home to take care of my children?|
|A:||Yes. We do need documentation in your file regarding this. We will need an Exception to Occupancy document filled out with point of contact information, a copy of the Special Power of Attorney as well as the paperwork showing you've given temporary guardianship of your child/children to your appointee.|
|Q:||What if I am deployed and my family wants to visit relatives for an extended period of time?|
|A:||We will need the spouse to come into our office and fill out our Point of Contact form. This lists phone numbers where the spouse can be reached, as well as who may be contacted in the area if an emergency exists. A key may be left at the Community Management Office, in a sealed envelope for emergency purposes. Your BAH allotment must stay with Balfour Beatty Communities. You will still be held responsible for cutting the grass in a fenced in yard, or designate someone to do it for you.|
|Q:||What do I do if my allotment for BAH has stopped for any reason during my deployment?|
|A:||Unless you've properly cleared your quarters, the allotment will automatically start back up the next month, however, your past due rent for the month in which we have missed your allotment would be due immediately. Your spouse may come into our office to pay this directly. Please contact our office, or have your Rear Detachment contact our office it this occurs. If this becomes a reoccurring situation, and Balfour Beatty Communities is not contacted we may terminate the lease.|
|Q:||What if I decide to move off base before/during my deployment?|
|A:||We require written documentation of your deployment status stating you are deployed for more than 90 days, as well as a 30-day written notice to vacate. The spouse will also need a Power of Attorney to clear, if the soldier is not present.|
|Q:||What if I receive orders to PCS or TDY for more than thirty days and want to break my lease?|
|A:||Residents will be permitted to terminate their lease prior to the expiration date with a thirty-day written and adequate documentation.|
|Q:||What if I receive immediate orders to PCS or TDY and am not able to provide thirty (30) days notice but wish to break my lease?|
|A:||The lease allows you the flexibility to provide a shorter notice if you should receive immediate orders. Proper documentation is required in order to honor the notice reduction.|
|Q:||Do I have to sign a lease?|
|A:||Yes, all residents will be required to sign a lease in order to protect themselves as well as the partnership.|
|Q:||What is the length of the lease?|
|A:||The lease is for one year and then continues month-to-month.|
|Q:||What happens if a divorce occurs in a family residing in Housing?|
|A:||The first day that the service member resides away from the home, a thirty (30) day written notice must be submitted. The spouse and the family will be required to vacate the home within thirty (30) days of physical separation. Lease termination fees may apply.|
|Q:||How will I sign the lease if the military member is deployed?|
|A:||Only a military sponsor can sign a lease; therefore you may provide a special or general power of attorney permitting your spouse to sign the lease in your absence. If you are unable to do that, please contact the Community Management Office for further assistance.|
|Q:||Who provides maintenance for my home?|
|A:||Balfour Beatty Communities is responsible for maintenance services.|
|Q:||How do we make a maintenance request?|
|A:||If you require routine maintenance, you may submit your request online through the Resident Portal or by contacting our Service Request desk. Emergency maintenance issues should not be submitted online. Please notify us of your urgent need by using our Emergency maintenance phone number. |Q:||Will I have to mow my own lawn?|
|A:||Balfour Beatty Communities will mow all grass except for fenced in yards.|
|Q:||If both spouses are Service Members, do they both "forfeit" BAH rent?|
|A:||Dual military will pay rent equal to the "with dependents" BAH of the higher ranking spouse.|
|Q:||What does my rent include?|
|A:||Your rent will include your electric, gas, water, sewer, and fuel oil for heat. It also includes a Personal Property Insurance policy to cover your personal belongings up to $20,000 with a $250 deductible. If your home is metered for gas and electric, refer to the Utilities section to see how this impacts your BAH.

|Q:||If my rent is late, do I need to pay a late fee?|
|A:||Yes. The late fee for rent and all other charges that are not paid by the 5th of each month is $25.|
|Q:||How much is my rent?|
|A:||The amount of your rent is equal to the BAH at the with dependent rate for your rank. Each year the DoD obtains data from multiple sources such as current residential vacancies and rental listings in the market area. The DoD along with the Services conducts on-site evaluations at various locations to confirm and ensure reliability and accuracy of the cost data.|
|Q:||Will I have to pay utilities for my home?|
|A:||As part of a DoD initiative, new and renovated homes will be equipped with electric and gas meters. Once all homes in a neighborhood are metered, consumption and costs will be tracked for one year period (mock billing). An average consumption will be determined for each type of unit in each neighborhood and this will be established as the initial utility allowance baseline. The top 10% and bottom 10% are excluded from this calculation. For more information on this program and how you can be rewarded for conserving, visit theUtilities page.|
|Q:||How do changes in my rank affect my rent?|
|A:||The rent will increase for a promotion and decrease for a demotion. The rental amount is always the amount of the BAH. It is your responsibility to notify the Community Management Office within five (5) days of any promotions or demotions.|
|Q:||What is the eviction policy?|
|A:||Residents may be evicted for non-payment, egregious acts, or failure to follow Community Policies. The Command will always be involved in all eviction proceedings.|
|Q:||Will rent be prorated if I move out other than the last day of the month?|
|A:||The month will be divided into 30 equal periods, despite the number of days in any given month. The rent will be assessed only for the days that you lived in housing.|
|Q:||Will BAH impact the WIC Program?|
|A:||No. BAH is not counted as income when calculating eligibility for this nutritional program. Contact your local State Program for information on eligibility for this program.|
|Q:||Will BAH impact the Free Lunch Program?|

Single Service Member Housing
Fort Bliss housing maintains a total of 32 units for unaccompanied officers/senior NCOs. Bonafide bachelors have a current waiting list of approximately 15 days for a room. Geographical bachelors generally must wait approximately 120 days for a room. A $45 deposit is required when receiving a room. There is no cost for the room. Maid service is not provided. Single service members in pay grades E-7 and above are authorized to live off post and to receive Basic Allowance for Housing (BAH) at the without dependents rate.
The Housing Services Office provides first choice of information and support when Soldiers and families relocate to Fort Bliss. The services include but are not limited to; off-post counseling and referral assistance, rental property listings, review, clarify and explain lease contracts, temporary housing listings, off-post quality housing inspections, in and out-processing, permissive temporary duty (PTDY) stamp, lease review, landlord and tenant mediation, and advocacy.

DoD Automated Housing Referral Network (AHRN)--Visit AHRN.com or ask at your local housing office to learn about this DoD program that is currently available for most installations. The program allows military members and families to:
- Search listings and pictures of available rentals near military installations
- Find out about shared rentals
- List their own properties for rent to other military families
- List their homes for sale by owner (FSBO) to other military members
- Contact installation housing offices
AHRN is not currently available at all installations but the phased program is adding new installations every month. Check the AHRN website to see if your next assignment is an AHRN base and check out other features to assist you in your home search.
The IHG Army Hotel - Fort Bliss is the official temporary lodging facility for Fort Bliss. CNAs (certificates of non-availability) are no longer needed due to privatization, for more details, please contact the IHG Army Hotel- Fort Bliss front desk at 915-565-7777.

Check Out Time
Check out time is 11:00 a.m. the day of departure.
Late Check Out
Late checkout times may be pre-arranged with management when possible. A full room charge may be assessed if advance arrangements are not made. IHG Army Hotel - Fort Bliss is unable to provide a completed invoice until the room is actually vacated. If express check out is desired, please contact the front desk; arrangements will be made to prepare your bill as much in advance as possible.
Verify your check out date with the Front Desk when you arrive. If you need to extend your reservation, confirm with the Front Desk in advance to ensure availability.
An authorization on your credit card for your stay will be made at check-in. If paying cash, payment in full is due upon check-in. Credit cards with approval may be used for payment. Accepted credit cards are: Master Card, Visa, Discover, and American Express.
Do not disturb sign must be removed by noon in order to receive housekeeping service. Each Room will receive 2 days of full cleaning per week and 3 days of light service, please verify with the front desk upon check in your room(s) housekeeping service schedule. Weekend cleaning services must be requested Friday by 2:00 p.m.
Service Phones are available for all outgoing local calls in your guest room at no extra cost. However, long distance service (not free) can be made available upon request.
Safety & security
Keep your room door closed when you are out. IHG Army Hotel - Fort Bliss does not assume responsibility for loss of personal property or valuables. In the event of a loss, report it to the Manager On-Duty at the Front Desk or contact the military police. Do not admit persons to your room without first making positive identification. Your room is equipped with a peep hole. If a member of IHG Army Hotel- Fort Bliss needs to be admitted and there is any doubt about the person's identity, please contact the Front Desk. Safety deposit boxes are available in each room.
Children and their safety are very important at IHG Army Hotel- Fort Bliss. For that reason, please do not leave your children unattended or unsupervised at any time. There are many interesting activities your children may want to participate in on Fort Bliss.
All weapons must be registered on post. Your personal firearms are prohibited from the property of IHG Army Hotel - Fort Bliss. If you are assigned to a Fort Bliss unit, the firearm may be stored in your unit's Arms Room. If you are not assigned to a Fort Bliss unit, contact the Fort Bliss Rod and Gun Club at 568-2983 for storage rental. For additional information, you may also call the Provost Marshall's Office at 915-568-2404 or the Military Police Station at 915-568-2115.

There are a limited number of pet rooms available at IHG Army Hotel - Fort Bliss. Advance reservations for these rooms are suggested. There is a $75 non-refundable pet fee for a pet room will be charged to your room upon arrival. Beginning on the 7th night, a daily pet fee of $7 will be charged. Guests arriving with pets must bring current vaccination records. The following pets are not authorized at our facilities: Pit Bulls, American Staffordshire Terriers, English Staffordshire Terriers, Rottweilers (full or mixed breed) wolves & wolf hybrids.
