Electricity rates in El Paso are some of the highest in the state of Texas; avoid renting an apartment or a home that is fully electric.
Army community service financial readiness
Financial Readiness Program enhances and maintains mission readiness and quality of life by teaching Soldiers, family members, retirees and DoD civilians how to be informed and responsive consumers. Financial Readiness also provides free and confidential budget counseling, financial coaching, and financial assistance for food in the form of Food Vouchers. Each week basic money management classes are offered in the following areas; Understanding credit, Car buying and Insurance, Savings, Investing and TSP, Planning and Budgeting, and Debt Management. Financial Readiness also offers Consumer Credit Counseling Service (CCCS) free of charge in Army Community Service, CCCS offers appointments as well as walk in starting at 1:00 p.m. Tuesday – Friday. Financial Readiness also offers a Consumer advocate to assist with resolving issues with local business. Financial Readiness can be contacted at the ACS building 2494 Ricker Road, or at 915-569-4227.
Army emergency relief (AER)
Army Emergency Relief is a nonprofit organization which is designed to assist Soldiers and their family members with emergency assistance. AER is the Army’s own emergency financial assistance organization and is dedicated to “Helping the Army Take Care of Its Own”. AER provides interest free loans, grants and combination loans and grants.
AER assist Soldiers on active duty, Retired, Army National Guard and U.S. Army Reserve Soldiers on continuous active duty for more than 30 days and their dependents, and serving under sections title 10, United States Code) are eligible for AER assistance, and widows(ers) and orphans.
When arriving at Fort Bliss if financial assistance is required, stop by the AER office located in the ACS building 2494 Ricker Road or Building 479-A on East Bliss. If you have any questions please feel free to call 915-569-4227 of 915-744-2559.
Help with emergency financial needs for:
- Food, rent or utilities
- Emergency transportation and vehicle repair
- Funeral expenses
- Medical/dental expenses
- Personal needs when pay is delayed or stolen
- Give undergraduate-level education scholarships, based primarily on financial need, to children of soldiers
AER does not provide funds:
- For nonessentials
- To finance ordinary leave or vacation
- To pay fines or legal expenses
- to liquidate or consolidate debt
- For purchase of home or home improvements
- To purchase, rent or lease vehicle
- To cover bad checks or pay credit card bills
