NAS Oceana Fleet Support


This is the heartbeat of a vital and dynamic master jet base. The Air Operations Department of NAS Oceana is comprised of air traffic control, airfield facilities and ground electronics personnel. With more than 6 miles of runway, its operational tempo can sustain a takeoff or landing every two minutes, averaging more than 200,000 flight ops per year. To ensure the safe and efficient operation of tenant and transient aircraft, we use the latest and most advanced equipment to support field operations, communication and the positive control of aircraft.


Naval Auxiliary Landing Field (NALF) Fentress, a 3,500-acre facility 13 miles from NAS Oceana in Chesapeake, Virginia, is an auxiliary landing field under the operational control of NAS Oceana. Staffed by a crew of 40 enlisted personnel under the direction of an officer in charge, it is used as a primary training facility for field carrier landing practice by units based in the area.


Commissioned Oct. 1, 1977, Fleet Area Control and Surveillance Facility, Virginia Capes (FACSFAC VACAPES) is one of five naval facilities designated to coordinate Department of Defense use of special-use airspace and offshore warning areas. The command provides surveillance, instrumentation and functional area support services that include scheduling, prioritizing, monitoring and controlling DOD air, surface and subsurface units operating in offshore operating areas from Narragansett Bay, Massachusetts, southward to the Cherry Point off the North Carolina coast.

The facility at Virginia Capes is designated as the sole scheduler for the Atlantic Fleet Commercial Air Services (CAS) assets. The CAS program fulfills fleet integrated training, forward deployed naval forces and critical Navy and Marine Corps turnaround training requirements that can be more efficiently satisfied through the employment of commercial resources in place of indigenous U.S. Navy resources.

FACSFAC VACAPES also schedules inland aircraft target ranges and military training routes; provides air intercept control services; schedules, coordinates and provides range control for surface and airborne missile firing exercises; and supports Commander, Fleet Forces Command, Commander, Strike Force Training Atlantic and associated opposition forces for major joint exercises, composite training unit exercise and fleet exercises for Commander, United States Fleet Forces Command assets.

The command is also the regional airspace coordinator for Department of the Navy activities and the Federal Aviation Administration. As a certified air traffic control (ATC) facility, FACSFAC VACAPES provides air traffic control services for more than 112,000 square miles of warning area airspace through direct interface with military and FAA air traffic control facilities 24/7.


Navy Munitions Command CED Detachment Oceana is responsible for the security, inventory and accountability of all ammunition and explosives aboard NAS Oceana. It maintains explosives magazines and ready service stowage areas on a 225-acre weapons site. Its functions include storage, issue/receipt and assembly of airborne weapons in support of carrier air wings, DOD activities, CNO special projects and foreign service detachments hosted at NAS Oceana. Navy Munitions Command CED Detachment Oceana also coordinates pyrotechnics at all air shows aboard NAS Oceana.


Fire District 3 of Navy Region Mid-Atlantic Fire and Emergency Services maintain base fire and emergency services. Its mission is education, prevention and protection for the NAS Oceana, Dam Neck and Fentress communities. This is accomplished by providing a wide range of emergency services. These services include inspections, public education, disaster mitigation and emergency medical assistance, as well as fire suppression for all personnel and assets.

The mission of the NAS Oceana Naval Security Force is to provide security, operational, and logistical support to the Fleet, Fighters and Families across all command departments and tenant commands onboard NAS Oceana Master Jet Base, Dam Neck Annex, and NALF Fentress to strengthen the Fleet’s warfighting forces around the globe.

All motorcycle riders must wear proper Personal Protective Equipment (PPE) to ride on either base. All military motorcycle riders must have completed at least a basic motorcycle safety course. The NAS Oceana Safety Office offers the Motorcycle Safety Foundation (MSF) Basic Rider Course (BRC) and more advanced motorcycle safety training. More information can be found at


NAS Oceana’s Public Works Department provides the full range of NAVFAC facility and environmental products and services to the installation.

The Facilities Management Division (FMD) is responsible for providing long-range planning for maintenance and budgeting of real property, coordination of all real estate actions, space management, site approvals, special projects and military construction (MILCON) planning, and work input/control, as well as providing client interface through designated facility management specialists (FMSs).

The Facilities and Acquisition Division (FEAD) is responsible for all construction project management and engineering, acquisition/contracting support and facility support contract management, which includes grounds maintenance, janitorial and refuse services.

The Production Division is home to all in-house technicians and is responsible for all facilities maintenance to include emergency and routine service calls, preventative maintenance inspections and minor work projects. The division is also responsible for utilities and energy management as well as all transportation requirements.

The Environmental Division manages environmental compliance, pollution abatement and natural resources management.


The mission of the Safety Office is to develop, implement, and oversee a comprehensive mishap prevention plan for NAS Oceana, Dam Neck Annex and NALF Fentress. Program elements that are managed by the Safety Office include Naval Occupational Safety and Health (NAVOSH), Recreational and Off-Duty (RODS), Traffic Safety, Radiation/Laser Safety, and Explosive Safety Programs.

Driver Improvement Program Training and various Motorcycle Safety Foundation Training Courses are provided at the Safety Office. Registration for these can be accomplished at or on the Enterprise Safety Application Management System (ESAMS) website at

The Safety Office is located at 1896 Laser Road, Suite 128 (Building 531). The Safety Manager and Assist Manager can be reached at 757-433-2211/2690. The Emergency Management Program (EM) mission is to develop a comprehensive, all-hazards emergency management plan (EMP) for NAS Oceana and its tenant commands and to implement the program within the NAS Oceana area of responsibility. The plan is designed to outline disaster response actions that will save lives, reduce human suffering, reduce property loss and facilitate overall mission accomplishments at NAS Oceana, Dam Neck Annex and NALF Fentress.

The primary objective of the NAS Oceana Emergency Management Program is to protect personnel and restore Navy mission capabilities. It is used to manage emergency and nonemergency events such as fires, HAZMAT and multicasualty incidents, as well as planned events such as air shows, celebrations and concerts.

Tenant commands are responsible for designating an emergency management coordinator (EMC) who is their command representative to the NAS Oceana (AOR) Emergency Management Program and its director. The EMC is a participating member of the NAS Oceana (AOR) Emergency Management Working Group. Each tenant command is responsible for preparing its own emergency management plan.

The purpose of the emergency management plan is to provide guidelines to help tenant commands achieve the maximum survival of personnel, resources and facilities in order to perform their mission following an emergency or disaster. The emergency management plan is a set of plans and check sheets relating to specific activities that need to be performed before, during and immediately after an emergency or disaster to regain command and control.

The Regional Supply Office-Oceana performs all the retail supply functions. The Aviation Support Detachment provides logistics support to 18 F/A-18 squadrons, Strike Fighter Wing Atlantic and the Navy’s largest Fleet Readiness Center. The Fuels Division operates a bulk petroleum complex, a cryogenics plant and high-speed refueling facilities.


The Center for Naval Aviation Technical Training Unit (CNATTU), Oceana currently provides advanced technical training for the F/A-18 (A-G) aircraft (Hornet, Super Hornet, Growler), Consolidated Automated Support System (CASS) and other various automated test equipment and aircraft maintenance training courses. Approximately 2,500 students attend these courses annually.

The unit is composed of maintenance training units (MTUs) providing diversified training as follows:

MTU 1039 provides maintenance-training support for F/A-18A-D squadrons for both Navy and Marine Corp personnel. Additionally, MTU 1039 provides training for senior enlisted personnel and officers who are new to the Hornet community by teaching a familiarization course of the aircraft. MTU 1039’s advanced training environment continues to ensure the most efficient and up-to-date training is provided to the fleet.

MTU 1041 provides maintenance training support for F/A-18E-G squadrons for both Navy and Marine Corp personnel. Six state-of-the-art maintenance training suites have been incorporated into the training, providing students with real-time training in a safe environment. F/A-18 super familiarization and transitional difference courses are taught as well. MTU 1041’s advanced training environment continues to ensure the most efficient and up-to-date training is provided to the fleet.

MTU 3010 provides practical and advanced technical training for intermediate-level (I-Level) maintenance on the aircraft systems for Navy and Marine Corps personnel. I-Level courses prepare maintenance technicians for a variety of assignments in aviation intermediate maintenance work centers, including the operation and repair of automatic test equipment, manufacturing and repair of hydraulic and composite/sheet metal structural components, testing and repair of aircraft instruments and the complete overhaul of jet engines.


Marine Aviation Training Support Detachment Oceana (MATSD-O) provides administration, logistical and training support to all Marines aboard NAS Oceana, including those assigned to Strike Fighter Squadron (VFA) 106.

Oceana Marines form an integral part of several different commands on base, including the F/A-18 Naval Fleet Replacement Training Squadron (VFA-106), the Center for Naval Aviation Training Unit and Fleet Readiness Center East. Marines also provide color guard and special detail advisers for base and local ceremonies.

Commencing in January 1982, Marine Corps officers and enlisted personnel were assigned to Light Attack Wing 1 (Claw One). These Marines performed duties as members of the F/A-18 Fleet Introduction Team and were administratively joined on the rolls of Marine Barracks, Cecil Field. During fiscal year 1984, approximately 195 Marines of all grades were assigned permanently to units at NAS Cecil Field. In subsequent years this number increased due to the number of Marines TAD undergoing instruction with VFA-106. During the BRAC board of 1993, it was determined that VFA-106, Naval Aviation Maintenance Group Detachment and MATSG would be reassigned to NAS Oceana upon the closure of NAS Cecil Field.

On May 4, 2000, the commanding general of Marine Corps Combat Development Command released a message redesignating all MATSGs to incorporate appropriate honors and history of Marine aircraft groups. Hence, MATSG, NAS Cecil Field, was redesignated as MATSG-33 upon the reassignment to NAS Oceana, taking on the history of MAG-33.

On July 1, 2006, the commandant of the Marine Corps (CDI) released a message realigning all MATSGs to fall under the Commanding General, Training Command, part of Training and Education Command. MATSD-O is currently assigned to Marine Corps Training Command in Quantico, Virginia.
