CIWT Names Domain Civilians of the Quarter

PENSACOLA, Fla. — The Center for Information Warfare Training (CIWT) named its 2019 second quarter Civilians of the Quarter (COQ), Aug. 20.

Selected were Innis Davis, a facilities specialist at the Center for Information Warfare Training in Pensacola, Florida, as non-supervisory COQ; and Victoria Leezer, an instructor and lead course developer at Information Warfare Training Command Virginia Beach, Virginia, as Civilian Instructor of the Quarter.

“The CIWT domain encompasses an exceptionally talented and dedicated team of professionals, and CIWT civilians like Mr. Davis and Ms. Leezer are deeply invested in the execution of our mission and warfighting lethality, readiness and capacity,” said CIWT’s Executive Director Jim Hagy. “We greatly appreciate their enthusiastic perseverance and service to the Navy and our country.”

As an instructor and lead course developer, Leezer organized and led 24 military and civilian instructors in all facets of training materials document creation by producing Training Project Plans, Training Course Control Documents and Resource Requirements Lists for the Navy’s Intelligence Specialists (IS) 2025 training modernization initiative. Additionally, she personally constructed 70 new and reconstructed 25 Course Training Task List (CTTL) line items for the new Operational Intelligence Analyst “C” school course while reviewing, and quality checking 851 additional CTTL items for all three IS 2025 courses.

“Ms. Leezer is fully engaged in this command’s IS 2025 curriculum projecta herculean modernization effort, not attempted in 14 years, to reduce street-to-fleet’ time while improving the training for intelligence specialists from the basic journeyman level,” said Cmdr. Richard Bosworth, commanding officer of IWTC Virginia Beach. “Her subject matter expertise, Navy training savvy and fleet-wide impact of her efforts place her at the civilian pinnacle of our civilian workforce.”

As a CIWT domain facilities specialist, Davis has been a pinnacle player in standing up one of the Navy’s few modular Sensitive Compartmented Information Facilities (SCIF). The addition of the 44 modular SCIF buildings offers CIWT an additional 37,000 square feet of training space consisting of 33 electronic classrooms and 530-student computer stations that help keep up with the demand for trained cybersecurity and information warfare specialists. He conducted daily inspections of the facility and coordinated with Naval Facilities Engineering Command for security and fire suppression issues.

“Mr. Davis is a true team player who consistently goes out of his way to ensure all commands and detachments within the entire CIWT domain not only meet, but exceed mission expectations,” said Harold O’Connell, CIWT’s training support services (N4N6) director. “Although he is a behind-the-scenes action officer, his steadfast devotion, exceptional performance and leadership are force multipliers that ensure our domain team continues to have and maintain the finest resources that help train and deliver information warfare professionals to the fleet.”

With four schoolhouse commands, two detachments, and training sites throughout the United States and Japan, CIWT is recognized as Naval Education and Training Command’s top learning center for the past three years. Training more than 21,000 students every year, CIWT delivers trained information warfare professionals to the Navy and joint services. CIWT also offers more than 200 courses for cryptologic technicians, intelligence specialists, information systems technicians, electronics technicians, and officers in the information warfare community.
