Navy College Program


The Navy College Program provides sailors with opportunities to earn college degrees through a variety of options. The program’s mission is to provide continual academic support to sailors while they pursue a college degree, regardless of their location or duty station.

The Navy College Program is now fully virtual. Use the self-service Navy College Program website to access information about college education and other programs available to those in the Navy. The site can also help you connect with counselors who can help you explore your options and find what’s best for you.

Brandman University, Southern Illinois University and Vincennes University offer classes at Naval Base Kitsap.

There are two Naval Base Kitsap Fleet & Family Support centers in the region. Staff at both facilities is eager to serve you with every career and life change. Contact the centers for individual, marriage and family counseling; class reservations; individual resume assistance; financial counseling; relocation assistance; or deployment or mobilization support anywhere in the Pacific Northwest. These classes are open to all active-duty military, retirees, their family members and DOD personnel on a space-available basis. Programs are provided at no cost to eligible participants.

Naval Base Kitsap Child Development Centers offer center-based care for children up to 5 years old. Care at the centers is primarily geared toward those needing full-time child care. The centers are based on the developmental program model that focuses on play and its importance in a child’s learning process. These centers are accredited by the National Association for the Education of Young Children.

Children of active-duty military, DOD civilian personnel, reservists on active duty and DOD contractors are eligible. Fees are based on total family income.

Child Development Homes

Some individuals find that center-based child care is right for their children; others may prefer a more home-like atmosphere as a child care option. To accommodate those individuals, the Child Development Home Program has more than 100 homes throughout the region certified by Navy Child Development Programs. Homes are required to meet Navy child care guidelines, and many of the homes are also licensed by the state of Washington.

The program offers full-time, part-time, hourly, weekend and deployment care for children up to 12 years old. A subsidy is available for all eligible families seeking full-time care so that child care fees are comparable to those fees charged in base child and youth centers.

The school liaison office is the connection between Naval Base Kitsap families and private and public schools. The office provides support to service members during all stages of transition and deployment to ensure children receive every available opportunity for quality education.

Youth & Teen Centers

Youth centers are open to eligible family members ages 12 to 18 in grades seven through 12 of active-duty members, retirees, DOD civilians and DOD contractors. After becoming a member of the open recreation program, kids can participate in activities such as foosball, video games, air hockey, pool or team sports and gain online computer access. Kids can explore individual interests by becoming involved with special interest groups, like art clubs, career clubs and community volunteering. Additionally, youth programs provide before- and after-school care, summer camps, homework help and field trips. Memberships for open recreation are free and registration is taken directly at the facility. Some fees will apply for field trips and special events.

NLSO Northwest provides legal assistance to active-duty service members, their dependents, reservists on active duty for 30 days or more, and retirees as resources permit. Legal assistance is available in family law, landlord-tenant law, creditor concerns, consumer law, wills and estate planning. Powers of attorney and notarizations can normally be done on a walk-in basis. The NLSO Northwest command office in Bremerton also provides defense counsel services for courts-martial, administrative discharges and nonjudicial punishment. Call the offices for information on appointments and hours of operation. Intake forms, legal assistance handouts and worksheets are available online.


The Library at Bremerton Recreation Center

The Bremerton Recreation Center manages a recreational library that includes books, music and other media. Search for titles online and reserve them for pickup at the center. Visit https://kitsap.navylifepnw.com and select “Bremerton Recreation Center” under the “Recreation” tab for more information on the recreation center and the library’s programs, like the children’s story hour.


The NMCRS is a nonprofit, volunteer-run organization serving active-duty and retired Navy and Marine Corps service members and their dependents. NMCRS provides emergency assistance through both financial and nonmonetary assistance. Financial assistance is provided through interest-free loans and grants. Nonmonetary help includes financial counseling, visiting nurses and a Budget for Baby program.

Further information and assistance are available from the NMCRS offices in Bremerton and Bangor. The Bremerton office can be reached at 627-2187 and is in Building 491, just inside the Naval Avenue Gate. Office hours are 9 a.m. to 4 p.m. Monday through Friday. The Bangor office can be reached at 396-6704 and is at 1001 Tautog Circle (co-located with Navy Legal Service Office). Office hours are 8 a.m. to 3 p.m. Monday through Thursday and 8 a.m. to 2 p.m. Friday.

Inside the Bangor Fitness Complex, the Bangor Aquatics Center features a large pool, a diving well and a hot tub. Inside the Bremerton Fitness Complex, the Bremerton Aquatics Training Facility features a pool and hot tub. The Liberty Single Sailor Program provides on- and off-base recreational activities for active-duty service members who are single or geographical bachelors. Activities include professional sporting events, ski trips, whitewater rafting, instructional classes, concerts and more.

The Liberty Centers are open to all active-duty service members and feature free Wi-Fi, computers, video games, movies, laundry facilities, sports courts and more. Active-duty personnel may escort one or two guests 18 or older. Amenities vary at each center; check the website for more information.

The Bangor Cinema Plus Theater seats more than 350 people and features digital and 3D movies and fully cushioned, rocking seats with drink holders. The Movie Lounge in the Bremerton Recreation Center features hundreds of movies to choose from at no charge and a premium projector. The lounge holds movie nights and matinees as well. Camp McKean is open Memorial Day through Labor Day and offers fire rings and barbecues on the beach, boat rentals, fishing, a playground, picnic facilities and more.

Elwood Point Recreation Area is within The Landings on Bremerton’s scenic Ostrich Bay. The waterfront park has a charcoal barbecue pit with picnic tables near a children’s playground and ball fields. Volleyball and tennis courts and the softball field are available on a first-come, first-served basis. Parking is limited so carpooling is encouraged.

Trident Lakes Recreation Area features fishing, a softball field, playground equipment, grills and picnic facilities.

Navy Getaways in the Northwest include Pacific Beach, Cliffside RV Park on the shore of Whidbey Island and Jim Creek Community Recreation Area just outside of Arlington. Installation fishing permits for Trident Lakes at Bangor and Twin Lakes at Jim Creek are now combined. One regional permit — regardless of the issuing MWR facility and installation — is good for all locations. A Washington state fishing license is needed to request a fishing permit.
