The Navy’s Center for Personal Development manages, administers and provides contract support services to the Navy’s Voluntary Education Programs to help carry out the Navy College Program (NCP). In response to the chief of naval operation’s commitment to build a better-educated force, the NCP incorporates Lifelong Learning; the focus is on enlisted personnel, but educational services are provided to officers and eligible civilian employees as well.

The Navy College’s mission is to help active-duty military move ahead in their military careers while achieving long-term educational and career goals. Educational counseling is available, as are vocational and career counseling, information on requirements to be eligible for Navy Tuition Assistance, and free testing for the GED, college admission testing and college credits by exam.

On base, the University of La Verne has majors in the arts and sciences; business administration and public management; education and organizational leadership; and law. For online degree programs, visit http://laverne.edu/catalog/online.

Embry-Riddle Aeronautical University offers bachelor’s, master’s and associate degrees and certifications primarily in aeronautical, technical management and logistics fields. See http://worldwide.erau.edu/locations/ventura for more information.

Staff at the two Fleet and Family Support Centers (FFSC) at NB Ventura County provide assistance and locate resources for active-duty military, reservists, retirees and their family members.

Educational classes include:

  • Military installation information about bases worldwide.

Service members and their families can draw strength from FFSC’s support services and workshops. The family advocacy program offers ongoing support and counseling, and the center coordinates sexual assault prevention and domestic assault assistance and response as well. Transition assistance and career counseling include resume writing, interviewing skills, goal-setting and skill-building classes. The FFSC at Port Hueneme houses the Retirement Activities Office.



The Navy Family Ombudsman Program improves mission readiness by ensuring military families have the information they need to meet the challenges of a military lifestyle.

Every command, afloat or ashore, must appoint an ombudsman who is, in most cases, a volunteer and the spouse of an active-duty or Selected Reserve command member. The ombudsman helps attune commanding officers and commanders to how well command families are doing and helps prepare commands and their families to better meet emergencies.

The FFSC ombudsman coordinator administers Ombudsman Basic and Advanced Training and acts as an adviser and consultant to local ombudsmen and commands. The FFSC provides classroom space for ombudsman training, offers commands program guidance, policy clarification and recommendations for ombudsman recognition, serves as a referral resource for ombudsmen and Navy families, and maintains a roster of all local ombudsmen. The Homeport Liaison Office for Navy Mobile Construction Battalions (NMCB) directly links stateside family and forward-deployed Seabees. Each battalion’s liaison works with the command ombudsman and Family Readiness Group to support families and military members of Seabee battalions. Liaisons serve as consistent points of contact for prospective Sailors reporting to naval command, whether the particular battalion has been deployed or not.

Navy-Marine Corps Relief Society

The Navy-Marine Corps Relief Society helps out Navy and Marine Corps personnel and their families by making interest-free loans in financial emergencies, such as transportation in cases of critical illness or death of immediate family members; basic living expenses due to temporary lack of funds; medical and dental expenses that exceed TRICARE coverage; and some funeral expenses. The society offers layettes to newborns and runs a thrift shop that sells small household items and used clothing and military uniforms at bargain prices.

Red Cross support for members of the armed services and their families includes:

  • Providing communication between active-duty personnel and their families.
  • Providing information and emergency verification to commanders, active-duty personnel or their families to help them make decisions affecting morale and welfare, or emergency leave.
  • Helping with consultations about humanitarian reassignments or hardship discharges.
  • Providing loans or grants to military personnel so they can return home because of illness, death or some other circumstance requiring their presence, and to military personnel and their families, under certain circumstances, so they can meet basic maintenance and emergency needs.
  • Conducting classes in CPR and first aid.
  • Providing programs for volunteers in the military and civilian communities.

PSD Port Hueneme provides pay, personnel, transportation and advancement services to Navy and DOD personnel, commands, families and retirees.

The service member’s primary liaison with PSD is the Command Pass Coordinator (CPC), who is trained to recognize what service members and their families need, and to unsnarl administrative, pay and entitlement processes. In many cases, the CPC can provide helpful, detailed checklists for the processes.

Child Development Centers offer full-time care for children from 6 weeks old until they start kindergarten. Children are supervised by qualified, trained staff who provide activities that promote physical growth, motor, thought and language development, and creativity.

Part-day enrichment preschool programs are available at both the Port Hueneme and Point Mugu Child Development Centers to prepare potty-trained children (ages 3 to 5) for kindergarten.

The Child Development Homes program supplies full-time, part-time and drop-in home-based child care. Providers are qualified professionals who operate independent programs at NB Ventura County. The Child Development Homes Office provides referrals to military families that need child care and offers training to prospective Family Home Care providers.

At NB Ventura Youth Activity Centers, school-age young people can find games, education, dancing and snacks. The centers have before- and after-school programs during the school year; structured, supervised youth programs throughout the summer; and special events, trips and games all year.

The Command Staff Judge Advocate provides legal support to NB Ventura County and to the base as a whole; the Assistant Command Judge Advocate provides similar legal support to all tenant commands on board the base in a range of legal matters, among them: government ethics, claims against the government, requests for government information, civilian personnel law issues, military criminal law, military administrative law and U.S. District Court prosecutions.

Morale, Welfare and Recreation

NB Ventura County’s Morale, Welfare and Recreation (MWR) department has a wealth of fitness and recreation options. Individuals, groups or teams have access to gymnasiums and fitness or aquatics centers, and recreation includes bowling, golf, movies, auto hobby shops, hunting, lodging at the Beach Motel or the RV parks, and dining out. Except for the Liberty program, which is for single Sailors only, all MWR facilities can be enjoyed by active-duty military personnel and retirees and their families, DOD civilians and in some cases, the general public. CoffeeNet on Port Hueneme and SurfNet at Point Mugu are the dual homes of the Liberty program for NB Ventura County’s active-duty single military personnel ages 18 to 25. Liberty centers offer Wi-Fi, high-speed internet, billiards, pingpong, air hockey, video games, movies, TV lounges and more, and are great places to relax, hang out with friends and meet new people. CoffeeNet serves up coffee, muffins, bagels, donuts and snacks, and special events and trips are on tap every month. All
Liberty centers are alcohol- and tobacco-free.

Seabee Golf Course

The challenging 18-hole Seabee Golf Course at Port Hueneme, with its three sets of tees for different skill levels, has a natural grass driving range, a practice putting green, five water hazards, a pro shop, golf clubs and cart rental, club storage, lessons and punch cards, meeting rooms, and men’s and women’s locker rooms. The golf course, open to the public, is soft spike only.

The 19th Hole Grill (805-982-4605) is in the club house and the 9th Hole Snack Bar (805-982-4286) is at the course “turn.” Both are good places to kick back with something tasty. The 9th Hole Snack Bar is currently closed for renovations. Call for more information.

Bee-Fit Wellness Center

The Bee-Hive Sports Complex has a full basketball court, a volleyball court, a running track with multipurpose stations, tennis courts, and locker rooms for showers and gear storage. The Complex is available for basketball and Physical Readiness Training.

Though there are heated, year-round outdoor swimming pools at both the Seabreeze and Mugu aquatic centers, the one at Port Hueneme is Olympic-size and used primarily for lap swimming and water aerobics. Red Cross swimming lessons for ages 6 months and older are offered at each location, as well as Water Safety instruction, Red Cross classes, and swim lessons for children and adults. The Junior Lifeguard program includes a day excursion to one of the Channel Islands.

Waterfowl Hunting Program

Point Mugu embraces approximately 2,300 acres of wetland habitat and straddles the Pacific Flyway, so waterfowl are present in variety and abundance during fall and winter. Hunting season usually runs from mid-October through the end of January. Hunting is authorized in
designated areas only.

Active-duty, Reserve and retired military personnel, current and retired DOD civilians, and base contractors with NBVC photo ID badges are eligible to apply to hunt. Preparation requirements such as registration, testing, proof of licenses and stamps, and fee payment usually take about a week and must be completed before the hunt. NBVC Lanes Bowling Center, across from the Navy Exchange at Port Hueneme, has 16 lanes with automatic Brunswick pin-setting equipment, individual rental lockers, pro shop services, the Kegler’s Korner Snack Bar, year-round leagues for young people and adults, the prospect of competition, and a resale shop.

Mugu Lanes at Point Mugu, next to the Navy Exchange, has eight lanes.

Two auto skills centers on base, one at Port Hueneme and one at Point Mugu, are available for routine maintenance, complete tune-ups, rebuilding an engine or painting a vehicle. Both offer tools, paint spray booths, wheel balancing, engine analyzers, valve grinding and lubrication facilities.

Port Hueneme has a single-post lift for frame, undercarriage and exhaust repair, an indoor tune-up stall and a machine shop equipped to resurface rotors or turn drums.

At Point Mugu, there are 11 outdoor work stalls.
