Commanding General, White Sands Missile Range

White Sands_2019 Team White Sands Commanding General, White Sands Missile Range

White Sands Missile Range is a subordinate organization of the Army’s Test and Evaluation Command (ATEC), which is a direct reporting unit under the chief of staff, Army. The general officer position is the senior commander on the installation and serves as the commanding general of WSMR. Staff organizations that report to the commanding general (CG) include the executive director, the chief of staff, installation safety/nuclear surety director, equal opportunity and the Staff Judge Advocate. The Public Affairs Office, Protocol, Process Improvement Office, Range Commanders Council, G1/7/8, G2, G3, G4, G5, G6 and G9 report to the chief of staff. Many of the staff organizations provide support to the CG as well as to other organizations on this installation. The test organizations are within the White Sands Test Center and discussed in a later section. The commander/director of the test center reports to the CG on test and evaluation issues. The G1/7/8 is tasked with managing the financial and manpower resources for the command. Additionally, managerial accounting, budgeting, management and manpower analysis are performed to support the operations of the command.

THE PROCESS IMPROVEMENT OFFICE

The Process Improvement Office serves White Sands Test Center by analyzing and improving its work processes using Lean Six Sigma methods. Lean Six Sigma is a customer-centered, systematic, data-driven approach to process improvement aimed at the near-elimination of defects from every process. Lean Six Sigma can be used for any activity that is concerned with cost, timeliness and quality of results. Lean Six Sigma eliminates excessive transportation, motion, inventory, waiting, overprocessing, overproduction and defects. PROTOCOL OFFICE

The Protocol Office provides guidance in creating itineraries in support of distinguished visitors (O-6 and above and civilian equivalent) to the WSMR command. It provides guidance and support for command ceremonies and special events hosted by the commanding general. It also provides protocol advice to subordinate commands and community organizations. The Protocol Office plays an integral role during the preparation and execution of distinguished visits and events to ensure proper courtesies are rendered. INSTALLATION SAFETY OFFICE

The Installation Safety Office (ISO) is a technically complex safety organization consisting of safety professionals from both the Garrison and Mission Safety. The ISO oversees the safety of 19 tenant activities operations on WSMR. The Installation Safety Office is committed to the health and safety of WSMR military, civilian employees and contractors. The White Sands Missile Range command safety philosophy is that the only acceptable level of injuries or incidents is zero. To achieve this, we will continuously improve our processes, require individual accountability and promote comprehensive safety awareness. We expect all military, civilian employees and contractors to be constantly mindful of potential hazards, faithfully adhere to our safety standards and actively participate in and support the advancement of our health and safety practices. Everyone shares in the responsibility of safety. The ISO also provides planning and direction for the dynamic Installation Nuclear Surety Program.
