Naval Branch Health Clinic (NBHC) Port Hueneme employs a combined staff of about 200 military and civilian workers at six locations including its Branch Medical Clinic Point Mugu (BMC Point Mugu), furnishing top-quality medical and dental care to active-duty personnel and eligible beneficiaries.
Port Hueneme has a medical clinic, dental clinic, an Industrial Hygiene Program and Substance Abuse Rehabilitation Program (SARP). Medical and dental clinics are at Point Mugu, and there is an additional Branch Medical Annex on San Nicolas Island. The Commanding Officer, Naval Hospital Camp Pendleton, has authority over all six locations.
Active-duty and TRICARE Prime members enrolled with NBHC Port Hueneme or BMC Point Mugu as primary care manager who need immediate medical care outside clinic hours should call the after-hours watch, 805-989-8815, for medical consultation with the medical officer of the day, who must issue a referral authorization to avoid out-of-pocket expenses. Call 911 immediately in emergency situations; no prior authorization is needed for a true emergency visit.
New civilian staff members checking into NBHC Port Hueneme medical or dental facilities who have questions or need assistance should call 805-982-6300 or email email@example.com. Family members of active-duty personnel are encouraged to use the TRICARE Dental Program. TRICARE is the health care program for active duty and retirees of the uniformed services, their families and survivors. TRICARE’s primary objectives are to optimize the delivery of health care services in the military’s direct care system for all its beneficiaries and attain the highest level of patient satisfaction by delivering a world-class health care benefit.
TRICARE coverage is completely portable so it moves with you when you relocate. TRICARE Prime options include TRICARE Prime and TRICARE Prime Remote in the United States, and TRICARE Prime Overseas and TRICARE Global Remote Overseas in regions outside the United States.
Follow these simple steps to ensure you have no break in coverage when you move:
- Do not cancel your TRICARE Prime enrollment option before you move.
- Update your personal information in the Defense Enrollment Eligibility Reporting System (DEERS) immediately when you arrive at your new location.
- Select a new primary care manager (PCM) when moving within the same region, or submit a new Prime enrollment form within 30 days if you’re moving to a new region.
Where you are moving will determine which Prime option you will enroll in. If you move to a new Prime service area, transfer your enrollment by submitting a TRICARE Prime Enrollment and PCM Change Form to your regional contractor. Be sure to include all family members who wish to use Prime on the form.
TRICARE Standard and Extra are available to family members only. Active-duty service members are required to enroll in one of the Prime options. TRICARE Standard and Extra are available throughout the United States, and enrollment is not required. Any active-duty family member who is registered in DEERS may use these programs by seeing any network or non-network provider that is authorized by TRICARE.
If you’re already using TRICARE Standard and Extra, moving is easy. When you arrive at your new location, update your personal information in DEERS immediately. Then find TRICARE-authorized providers in your new area.
Here are a few things to remember about using TRICARE Standard and Extra in a new region:
- In the U.S., visit your new regional contractor’s website for a list of providers. Remember, if you see network providers, you’ll be using the Extra option and pay lower copayments.
- If you move to a new region, you’ll have a new claims address for submitting your TRICARE claims.
- Learn your new region’s prior authorization requirements because these requirements may differ by region.

Housing Services Center
The goal of NB Ventura County’s Housing Services Center (HSC), part of the Fleet and Family Readiness Community Support Program, is to smooth the way for service newcomers to the Ventura community by helping them find suitable, affordable and safe housing, and also to ease the transition for those moving elsewhere.
Housing is available on base both at Port Hueneme and at Point Mugu; contact the housing office for more information or to be placed on a wait list.
For new arrivals, the center can assess their housing needs; relay temporary housing options; give personalized home, condo and apartment-finding help; furnish rental listings; verify eligibility and process applications for Public-Private Venture (PPV) Military Housing; maintain the PPV Military Housing wait list; execute the Permanent Change of Station Housing Check-in; advise on lease agreements; counsel on home buying and selling; and supply maps and
directions for the local area.
The HSC can help with applications for base housing, including Lincoln Military Housing, as well as provide command contact
information; relocation information and services; school information; and hotel, motel and community rental listings. The operation includes family and bachelor housing and the “A” School student dormitory. In addition, the center offers a set-aside program and, will provide in-and-out inspections and renter-landlord mediation.
The Department of Defense relies on the local community to provide most housing for military personnel and their families, and many rental properties are listed in the DOD Automated Housing Referral Network. Go to www.ahrn.com for detailed information, photos and maps. Ask about available properties through the HSC’s Rental Partnership Program if you are planning to rent.
Single military personnel E-6 and below who want to live off base must contact the housing office before they negotiate an off-base housing contract, and all personnel are encouraged to do the same.
Ventura County is expensive. In 2014, the U.S. Census listed the median value of owner-occupied homes at $444,800. The median cost for rent and utilities can range from $1,494 to $2,647, depending on the size of the home and its location. Those planning to live off base should take all cost factors, including phone, cable, utilities and commuting, into consideration before signing any contract.
There is no public transportation to NB Ventura County, nor between Port Hueneme and Point Mugu, so private vehicles are necessary to get around.
For personnel rotating out of NB Ventura County, the center has information on PPV and community housing at the new duty station, and can process and fax PPV housing application packages there.
Center staff can serve as a source for cost savings and assistance programs such as the Servicemembers Civil Relief Act (SCRA), the Homeowners Assistance Program (HAP), and other military and veterans’ programs, and for groups, can present Homeport Change Briefings and orientations.

NB Ventura County has safe, comfortable accommodations for unaccompanied service members, as well as “A” School and PCS
students of Port Hueneme and Point Mugu tenant commands. All rooms have phone and cable hookups. A copy of orders is required for a room assignment.
Service members in Geographical Bachelor (GB) status are assigned rooms if space is available. Such applicants should submit a GB request form, copy of PCS orders, documentation substantiating any Exceptional Family Member status and personal or financial hardship, and an endorsement letter from the gaining command. At NB Ventura County, military family housing is privatized. In addition to base personnel’s option of buying or renting housing in the surrounding communities, they may now choose to live in privatized housing by signing a tenant lease agreement with Lincoln Military Housing, which owns the family housing and is responsible for constructing, maintaining, repairing and managing its communities.
Lincoln Military Housing has 1,221 units in eight neighborhoods to serve Port Hueneme and Point Mugu, though one of its developments, Catalina Heights in Camarillo, is about 10 miles from both bases. Catalina Heights is a “no-pet” community.
In its seven pet-friendly neighborhoods, Lincoln Military Housing permits a limited number of pets, but the following dog breeds are prohibited: Chows, Doberman Pinschers, Presa Canarios, pit bulls (American Pit Bull terrier, American Staffordshire Terrier, Staffordshire Bull Terrier), Rottweilers, any wolf hybrid or any mix that includes the forbidden breeds.
All Lincoln Military Housing neighborhoods have community centers, playgrounds and parks.
NB Ventura County owns and manages 226 single- and multiple-family homes at Point Mugu. Service members who live in government-owned homes are considered housed in rent-free quarters and forfeit their full Basic Housing Allowance; however, they can use Lincoln Military Housing Community Centers, participate in all Lincoln community activities and events and enjoy the same responsive resident service.

For new arrivals or those departing who are temporarily separated from their household property, basic items can be borrowed from the Loan Closet to bridge the gap. Typical items include pots and pans, dishes, silverware, irons, ironing boards, portable cribs, high chairs and infant/toddler car seats. Generally, towels and bed linens are not available, so these should be packed in your hold baggage.

The Defense Personal Property System (DPS) has been set up so military members and DOD civilians can arrange movement of their possessions by logging on to www.move.mil, selecting “DPS Registration” and creating a DPS account for moving household goods. The DPS provides:
- The ability to handle your application online instead of going to a Transportation Office.
- The ability to track a shipment through DPS or Interactive Voice Response.
- The option to file a claim online and settle directly with a moving company.
- Full replacement value of lost or damaged goods instead of the depreciated value offered in the past.
- The opportunity to make sure only qualified, reputable companies handle and ship your personal belongings.

U.S. Army Veterinary Treatment Facility

All dogs and cats in base housing must be registered with the base Veterinary Clinic. To be registered, pets must have current vaccinations and be microchipped, which can be done at the clinic. Active-duty personnel and their families and retired military members are eligible to use the base veterinary clinic for their pets.
Appointments are required, and all animals brought to the clinic must either be on leash or in a carrier.
In 2010, NB Ventura County opened a new $650,000 state-of-the-art veterinary clinic with a sterile human-standards surgical suite, two exam rooms, digital X-rays and a kennel room to care for post-op and recovery patients.
In addition to pet medicine, the clinic provides veterinary care for military working dogs on the base and the government’s explosive- and drug-sniffing dogs at Los Angeles International Airport and other local airports.

Chaplains, religious program specialists, civilian staff and volunteers make up the Command Ministry team at Naval Base Ventura County and can be contacted at chapel offices.
Protestant services are celebrated at 9 a.m. each Sunday; Roman Catholic Mass is at 11:15 a.m. on Sunday and at 11:30 a.m. each Wednesday. In addition, Seabee Chapel hosts choir rehearsals, men’s and women’s Bible study classes, a soup fellowship study, Catholic religious education classes and other worship, religious education and fellowship activities for children, youth and adults throughout the week. Other faith groups may use chapel facilities for their worship or religious activities as well.
Chapel of Faith at Point Mugu ended regular services on Easter Sunday 2014 but still is available for baptisms, memorial services and funerals.

There is no longer a requirement to register your vehicles with Naval Base Ventura County. All privately owned vehicles on base must be insured, and a current license plate is required. California state traffic laws apply on base; see the Getting To & Around Ventura County chapter on Page 24 for more information. All vehicles entering or leaving base are subject to search.
