Child Development Center
The station’s Child Development Center provides care for children 6 weeks to 5 years of age. The CDC’s caring, knowledgeable professionals plan developmentally appropriate programs that are responsive to the unique needs, abilities and interests of your children. The center is accredited by the National Association for the Education of Young Children and is DOD certified. Fees are based on total family income.
Naval Station Norfolk’s Willoughby Child Development Center, at 8800 O’Conner Crescent, can be reached at 757-444-3008. For more information on this center, visit www.navymwrnavalstationnorfolk.com and select “Child Development Center” from the “Child & Youth” drop-down menu.
Child Development Homes
Child development homes offer quality care in a loving, learning home environment for children 4 weeks to 12 years of age. The CDH program also offers an opportunity for spouses to contribute to the family income while caring for their own children. All homes are certified by the DOD and applicable state licensing agencies. CDH providers are also encouraged to obtain Navy Child and Youth accreditation by the National Association for Family Child Care. As an additional quality assurance measure, CDH providers receive a minimum of one unannounced monitoring visit each month to assess providers’ relationships with children and families, appropriateness of the learning environment, planned activities, safety and health of the home, and other items. The goal of these visits is to provide programmatic support and ensure adherence to Navy standards and policies.
For more information on local CDHs, call the Navy Mid-Atlantic Region Child Placement Program Office at 866-628-9232.
24/7 Care Centers
Naval Station Norfolk offers child care in two 24/7 centers (at 1788 Leutze Blvd. and 9655 Bacon Ave.). These centers primarily serve military personnel who work nontraditional hours — such as shift workers or watch standers — so they can balance the competing demands of family life and military readiness. The 24/7 centers combine the strengths of both in-home care and traditional center-based care. Facilities are home-like but provide more than one professional to supervise children. The centers also offer more opportunities for child socialization in large groups similar to center-based care. Centers are certified by the DOD.

School Age Care
Naval Station Norfolk’s school-age care programs provide quality “out of school” activities for children in kindergarten through 12 years of age. The programs are designed to enhance rather than duplicate the school day, are affiliated with Boys & Girls Clubs of America and offer 4-H programs. During the school year, before- and after-school care is available for children with transportation provided to area elementary and middle schools. All-day care services are provided for school holiday weeks and school in-service days for enrolled members. During the summer months, recreation camps are offered to accommodate children while school is out. Field trips and special events are offered and free to all participants. Costs for care services are based on total family income. Programs are fully accredited with the Council on Accreditation.
