Housing Services are available at the Navy Housing Service Center (NHSC) to assist military and Department of Defense (DOD) personnel and their families in finding a home in Hampton Roads. The center is located at 1596 Tomcat Boulevard,
Bldg. 280, on NAS Oceana. Hours of operation are: 7:30 a.m. to 4 p.m. Monday through Friday. Housing counselors are ready to assist clients with referral to Public Private Venture (PPV) homes and affordable housing options in the community.
Approximately 90 percent of military families in this area live in civilian housing. In 2005 Navy government housing was privatized. It is now owned and operated by Mid-Atlantic Military Family Communities LLC, a private entity managed by Lincoln Military Housing (LMH). LMH and Navy housing counselors are co-located at NHSC. With more than 4,000 PPV homes in Hampton Roads, the NAS Oceana PPV communities include Wadsworth Shores (600 enlisted homes), Midway Manor (290 enlisted homes) and Village at Midway Manor (52 enlisted homes). The communities of Fairway Crescent (25 officer homes) on NAS Oceana and Windmill Walk (16 officer homes) on Dam Neck Annex. The Bell House (1 officer home). Some PPV housing communities have immediate availability, whereas others may have a wait list.
The Rental Partnership Program (RPP) is a program providing military personnel with affordable community housing 5 percent or more below market rates. Rent is paid by allotment and the service member agrees to a 12-month lease. Navy housing counselors qualify military personnel for the program. Landlords may waive security deposits and administrative fees. Single military personnel E-4 and below not receiving Basic Allowance for Housing (BAH) need command approval to live off base.
HOMES.mil is the new official DOD website dedicated to helping service members, their families and DOD civilians with home finding services. HOMES.mil enables users to access Housing Service Center rental listings on a 24/7 basis and features options to save listings, view photos, and research housing areas, empowering userswith tools to make smart decisions on housing choices. HOMES.mil enables housing professionals, landlords and property managers to share information about non-discriminatory rental listingsand provides a free on-line forum to add and manage property listings.
Landlord/Tenant Counseling and Issue Resolution are also available at the Housing Service Center. The housing team is available to review and interpret leases, inspect homes and provide information on the Virginia Residential Landlord Tenant Act (VRLTA) and Service members Civil Relief Act (SCRA).
One-on-one housing-related counseling sessions are available “By Appointment” at the Oceana Housing Service Center. Call 757-433-3268 to schedule. The sessions include Home Buying, Home Selling, Property Management, and Home Ownership for First Time Buyers. These are no-cost. Information is provided on qualifying for a loan, closing costs, the home buying process, selecting a Real Estate Agent or Loan Officer, managing a budget, credit and mortgage pitfalls. Advice will also be given on how to deal with pending Foreclosures, Short Sales, and Deed-in-Lieu, and how to seek assistance, including information on selling your home when PCSing, Refinancing and Loan Modification to lower monthly payments.
