A wide variety of agencies provide support for military members and their families, retirees and eligible DOD civilians at both NAS Oceana and Dam Neck Annex. Some programs — such as legal assistance, the Education Service Center and the School Liaison Office — provide service exclusively at NAS Oceana.
The main Navy Exchange and commissary are outside of Oceana’s main gate. The branch medical and dental clinic at Dam Neck supports active-duty members only, while the Oceana medical and dental clinic supports active-duty members and their families, military retirees and eligible DOD employees. And some services — such as the Family Housing Office and Personal Property — are available only in Norfolk.
But no matter where you live or work, you are eligible to use all services offered at both Dam Neck and NAS Oceana. A complete listing of Oceana services is listed earlier in this guide.
Following is a specific listing of services available at the Dam Neck Annex.
Built in 1989, this chapel is on Regulus Avenue across from the Dam Neck Medical and Dental Clinic. The Chapel by the Sea joins lakeside trails and serves as a safe haven and scenic refuge for Sailors and families alike.
The chaplains and religious program specialists are here to nourish the emotional and spiritual lives of the many who live, work and visit Oceana and Dam Neck. Chaplains conduct weddings and sacraments, life-skills education, social ministry programs and pastoral counseling. They also contribute to the community through benevolence programs as well as civic and cultural events.

A key resource on your installation and a gateway to accessing all of the resources available to you, FFSC provides information, support and services to help you balance the demands of family and the military lifestyle. GALLEY AT THE DUNES
Dam Neck’s Galley at the Dunes food service culinary team has a twofold mission. Its primary mission is to provide attractive nutritional meals to each customer and patron in a clean, sanitary and pleasant environment. Secondly, the food service culinary team is tasked with providing provisions support for the dining facility and each of the tenant commands to include hot meals and box lunches when needed during the course of the year as well as in the case of unforeseen circumstances and emergencies. Dam Neck Galley is the essential messing facility for the Dam Neck Annex base.
In fulfilling its primary mission, the food service team is assigned 35 culinary specialists and 38 civilian employees from Chesapeake Services System (a SourceAmerica company that hires people with severe developmental disabilities, vastly improving the quality of their lives) to serve as food service attendants. The dining facility is modern and divided into five setting sections to include a main serving line, fast-food serving line and an outdoor barbecue pit area when weather permits, and is outfitted with the latest equipment. This benefits the food service team by effectively using all its resources and providing outstanding capability to practice advanced culinary techniques for meal preparation. An aggressive administrative policy and an effective training program ensure the team’s records keeping and skills support their primary and secondary missions.
The team’s secondary mission is to plan, load and manage provisions. The Food Service Team continuously plans to carry a high limit of seven days endurance of food items with the exception of fresh fruits and vegetables, which will have a high limit of five days. This load plan enables the dining facility to maintain readiness when tasked with short-notice requirements as well as any unforeseen circumstances/emergencies.
A 21-day cycle menu is utilized in feeding customers. The advantage of this type of menu planning is the reduction of redundancy normally found in a 35-day cycle menu. Cycle menus must be approved by a NAVSUP dietician or by a local regional medical center dietician.
The food service team is always looking for constructive comments to improve food quality and overall operation of the dining facility. The team actively seeks your participation as customers to help the team in these areas. COMMUNICATING WITH YOUR FOOD SERVICE TEAM
There are six means of communicating with your food service team. The team welcomes your ideas and constructive suggestions.
- A customer survey form is used to ask you, the customer, your opinion of food service in the dining facility. This survey form may be obtained at the cashier’s desk at the entrance of the building.
- A customer comment card is available to complete at any time. This form should be used to comment on the meal most recently provided. Comments should be constructive. A comment card can positively affect the outcome of future meals and investigate possible problems. The customer comment card is on the food service officer suggestion box on the wall entering East Scullery Area.
- You may attend or ask your division/departmental representative to make suggestions during the monthly customer service meeting held every first Thursday of the month.
- You may also contact members of the food service team when you see them in the facility or stop by the food service office.

HEALTH CARE — DAM NECK ANNEX
The Dam Neck Branch Health Clinic is in Building 504 across from the chapel on Terrier Avenue. It provides primary health care to active-duty personnel, including students, assigned to Dam Neck Annex and tenant commands. Health care for dependents, retirees and eligible DOD employees is provided at the branch health clinic at NAS Oceana. Appointments are scheduled through the Hampton Roads Appointment Center, 866-645-4584.
7 a.m. to 3:30 p.m. weekdays. Services include wart clinic, physical exams, PFB clinic, PRT screenings, sea duty screenings, overseas screenings and immunizations. Appointments may be obtained by calling TRICARE at 800-931-9501. If you have an emergency on base, call 757-492-6911. For off-base emergencies, call 911. If you have questions pertaining to nonemergency medical advice, contact the nurse line 24/7 at the TRICARE number, 800-931-9501.
Hours are 7 to 11 a.m. weekdays. Report no later than 7 a.m. in the uniform of the day. Please bring your military ID, medical and dental records, and a black ink pen. You will be required to do the following:
Fast for 12 hours prior to your physical exam (nothing to eat or drink except for water). You may take medications as needed.
Leave prescription contact lenses off for 24 hours prior to your appointment and bring your prescription eyeglasses.Re-enlistment physicals are scheduled by appointment only. Please ensure your five-year physical is up-to-date. Appointments are typically made four weeks in advance, so please plan ahead.
Hours for routine immunizations and allergy shots are on a walk-in basis 7 a.m. to 3:45 p.m. weekdays. The Yellow Fever vaccine is given 8 to 9 a.m. Fridays. PPDs are not administered Thursday or Friday, due to required 72-hour follow-up.
Hours are 7 a.m. to 3:30 p.m. weekdays. Hours for personnel checking into the base are 7:30 to 11 a.m. and 1 to 3 p.m. Personnel checking out can do so during normal working hours.
Health Promotions/Preventative Health Assessments (PHA)
The Health Promotions division offers a variety of services to include: high blood pressure management, tobacco cessation, weight management, cholesterol management and diabetes education. For PHA appointments, call 866-645-4584.

Sea Duty Screenings
The purpose of the sea duty screening process is to ensure every service member meets the physical, medical and dental standards for assignment to sea duty. The process is divided into two appointments. On the first appointment, the member’s record will be reviewed for discrepancies and will be identified and corrected. At the second appointment, a medical provider will ensure all requirements are met before signing the qualification for transfer to sea duty.
Hours are 7 a.m. to 3:30 p.m. weekdays. Specimens drawn at other military facilities or commercial reference laboratories will not be accepted. If you are interested in becoming a bone marrow donor, call 757-953-9879.
Hours are 7 a.m. to 3:30 p.m. weekdays for active-duty prescriptions only. You must present military ID card when picking up a prescription. If you have questions, call 757-953-9915, ext. 7, or 757-953-9881. If the pharmacy is unable to fill your prescription, you may be able to fill it at branch medical clinic, NAS Oceana.
The OB Clinic hours are 7 a.m. to 3:30 p.m. weekdays for active-duty service members and eligible beneficiaries. The GYN Clinic is open for active-duty members only 1 to 3 p.m. Wednesday and Friday. All appointments can be obtained by calling the Hampton Roads Appointment Center at 866-645-4584.
Branch Dental Clinic
The branch dental clinic at NAS Oceana/Dam Neck is a complete dental facility with most dental specialties, including prosthodontics, periodontics, endodontics and oral surgery. In addition to the specialists, the facility has general dentists capable of performing all phases of dentistry and dental hygienists to take care of preventive dentistry. Comprehensive dental care is available to all active-duty personnel of tenant commands in the Oceana/Dam Neck area.
Due to extremely limited space for available care, spouses and family members must be enrolled in the TRICARE Dental Program (TDP). Call 800-866-8499 for information on the program. The clinic’s hours are 7 a.m. to 3:45 p.m. Monday through Thursday and 7 a.m. to 12:45 p.m. Friday. Sick call for active-duty personnel is 7 to 10:30 a.m. and 11:30 a.m. to 3 p.m. Monday through Thursday and 7 to 10:30 a.m. Friday.

MORALE, WELFARE & RECREATION
The Navy’s Morale, Welfare & Recreation program administers a variety of recreation, social and community support activities on U.S. Navy facilities worldwide. Its mission is to provide quality of life through entertainment, recreation, dining facilities and fitness. MWR offers a number of recreational services and things to do that are available to active-duty personnel, eligible dependents, and retired military and civilian employees.
Some MWR activities — such as physical fitness centers and sports programs, indoor swimming pools, bowling lanes and child development centers — are available at both NAS Oceana and Dam Neck Annex. Other activities, such as the golf course, auto hobby shop, movie theater and youth center, are only available at Oceana.

Indoor Swimming Pool
Hours: Winter hours (Labor Day to Memorial Day weekend) are 10:30 a.m. to 12:45 p.m. weekdays, 4 to 5:45 p.m. Monday through Thursday, 10 a.m. to 4 p.m. Saturday and Sunday, and closed on holidays. Summer hours (Memorial Day weekend to Labor Day) are 10:30 a.m. to 1 p.m. weekdays, 4 to 6 p.m. Monday through Thursday, closed weekends and holidays.
The Atlantic Ocean beaches on Dam Neck open Memorial Day weekend, for weekends, until local schools are out for the summer (usually third week of June), and then are open daily, weather permitting, until Labor Day.
Oasis Recreation Center
Building 524 (inside the NEX)
Hours: Open 365 days, 11 a.m. to 9 p.m. Monday through Thursday, 11 a.m. to 10 p.m. Friday, noon to 10 p.m. Saturday, noon to 9 p.m. Sunday and noon to 8 p.m. holidays.
The Oasis is a Liberty Recreation Center, inside the Navy Exchange building (Building 524). The center is open to all active-duty military personnel and their guests 18 years of age or older. The center offers a variety of recreation and leisure time activities, such as off-base trips and transportation to the mall, pistol and rifle qualifications, whitewater rafting, etc. They offer Internet access and the latest and hottest gaming systems. A variety of tournaments are run weekly. The Oasis also sells discounted tickets to theme parks and movie theaters.
Seabreeze Beach Club
Hours: Seabreeze lounge — open by request with a few days’ notice weekends and holidays (for catered events only).

Shifting Sands Beach Club

The fitness center and gymnasium offer a variety of fitness equipment to include treadmills, elliptical trainers, cross trainers, stationery bikes, Nautilus and free weights. The facility also has one basketball court, three racquetball courts, outdoor tennis courts and several weekly group exercise classes.
The Captain’s Cup Sports Program offers 13 league, tournament or individual sports throughout the year. Commands compete for the large or small command Captain’s Cup championship awards. Bowling Center, Seaside Lanes
Hours: 10:30 a.m. to 10 p.m. weekdays, 10:30 a.m. to midnight Friday, noon to 1 a.m. Saturday, noon to 10 p.m. Sunday and holidays.
The Seaside Lanes Bowling Center has 12 lanes, automatic scorers, automatic bumpers, automatic pin-setters and four new lanes of Highway 66 miniature bowling. There is Ultra Cosmic Video bowling Friday and Saturday nights. We offer league bowling and open play. Birthday parties and groups are welcome, and reservations can be made by calling the bowling center.
Campground, Sea Mist RV Park
Hours: Office: 9 a.m. to 3 p.m. Tuesday through Saturday, closed Sunday, Monday and holidays. The park is open daily.
Sea Mist has 63 RV sites with full hook-ups and free WiFi. Four rustic cabins are also available for rent. Visitors can enjoy a private walk to the ocean as well as fishing, golfing, bowling, shopping and horseback riding, all conveniently nearby. Pets are allowed. Call for details.
Cottages at Dam Neck

The Cottages at Dam Neck are nestled in the dunes. Twenty-six two- and three-bedroom units overlook the ocean. Three additional three-bedroom cottages are on Regulus Avenue, about one block from the beach walkover. Two ADA-compliant cottages are available.

NAVY EXCHANGE — DAM NECK ANNEX
Our mission at Dam Neck is to provide military members and their families, students and retired military quality goods and services at the best possible savings. Our main Navy Exchange is at 1977 Terrier Ave., Building 524. We are open 7:30 a.m. to 9 p.m. daily. Our customer service number is 757-492-7780.
The gas station, right inside the gate on 1977 Terrier Ave., offers quick service and convenience foods, beverages, some personal care items and propane for gas grills. Although closed on weekends, it does offer gas 24 hours a day. Hours are 6:30 a.m. to 5:30 p.m. weekdays. Phone: 757-492-7794.
The Package Store is across from the beach. It offers a range of wines, spirits and beer. It also carries warehouse snacks for the quick pick-me-up. Kegs are available. Phone: 757-492-6236.

Food Services include a Subway, Rice King and Dominic’s. We also have a Dominic’s kiosk at the gas station.
The post office is inside the lobby of the Navy Exchange. Mail call is 9:15 to 10:15 a.m. Window hours are 11:15 a.m. to 3:15 p.m. weekdays. Also in our lobby are Redbox, a Navy Federal ATM and Enterprise car rentals.
