Housing Service Center
The Housing Services Office, at 460 Sumner Road, is your point of contact for any problems or questions you may have with housing. Staff are available to assist you to help with your move to the area. Soldiers and families with questions about the homebuying process can talk to housing counselors in the Housing Services Office or financial counselors at Army Community Services. Service members are required to report to the Housing Services Office at their existing and new duty stations before making arrangements to rent, lease or purchase off-post housing. Military Family Housing
Military family housing at Carlisle Barracks is provided by Balfour Beatty Communities. Carlisle Barracks Homes consists of 10 neighborhoods with single-family and townhome-style residences. Homes in these neighborhoods feature garages, central air conditioning, washer and dryer hookups, and fully equipped kitchens; amenities vary by neighborhood. The community’s Delaney Field Clubhouse features an internet café, kids room, conference room, kitchen and community room and hosts events as well.
Lawn care services, 24-hour maintenance services, and curbside trash and recycling pickup are provided. Utilities are included in your rent — though residents who consume more than the baseline utility consumption have to pay for overages, while residents who consume less than the baseline receive rebates.
Carlisle Barracks Homes allow pets with certain restrictions. In general, residents may have two pets, though certain dog breeds and exotic animals are not allowed. Pets must be registered with the Community Management Office by completing the pet addendum. If additional pets are acquired after move-in, residents must update the pet addendum.

Enlisted quarters at Carlisle Barracks are in Shughart Hall at 460 Sumner Road. Shughart Hall has 48 spaces available for assignment based upon grade. Soldiers share one-to-one modules where they each have their own bedroom. Each module consists of two 128-square-foot bedrooms, a common bathroom, and a kitchenette with a refrigerator and microwave. The rooms are fully furnished with beds, dressers, night stands, desks, lamps and chairs, and some have love seats and coffee tables. Army Community Service
Army Community Service offers many programs and services that are designed to equip service members, DOD civilians and families with the skills, knowledge and support they need to face the challenges of military life. Whether you change duty stations, deploy, manage the family during deployment or face a new situation, ACS has a program to help you and your family adjust.
ACS programs and services include Army Family Team Building; career guidance; the Exceptional Family Member Program; financial readiness and assistance; relocation readiness; violence prevention and education; and more. Exceptional Family Member Program
The Exceptional Family Member Program is a mandatory enrollment program that works with other military and civilian agencies to provide comprehensive and coordinated community support, housing, educational, medical and personnel services to families with special needs. Soldiers on active duty enroll in the program when they have a family member with a physical, emotional, developmental or intellectual disorder requiring specialized services so their needs can be considered in the military personnel assignment process. Family Readiness Groups
Family Readiness Groups are organized to provide mutual support for a unit’s family members. Groups serve as a family support system during deployment, but they operate during periods of normal operations as well. The Army FRG website is a secure site only available to soldiers, Army civilians and their family members. The website provides family members with a valuable tool to access documents, view photos and videos, participate in forums and gain important information about the Army unit that their service member belongs to 24/7 from anywhere in the world. Child Development Centers
The post’s two Child Development Centers provide full-time and hourly care for children 6 weeks to 5 years of age. The CDC’s caring, knowledgeable professionals plan developmentally appropriate programs that are responsive to the unique needs, abilities and interests of your children. Family Child Care
Family Child Care homes offer child care services in a home environment. Typically, FCC homes can provide hours of operation that are more flexible than those at the CDCs. The FCC program also offers an opportunity for spouses to contribute to the family income while caring for their own children. All caregivers must meet rigid training, health and safety standards, and are subject to unannounced inspections. Middle School and Teen Program
The Carlisle Barracks Middle School & Teen program serves youth in grades 6 through 12 by fusing education and recreation through clubs, events and sports. The program partners with the Boys & Girls Club of America, 4-H and Character Counts. The activities and events offered by the MST program focus on the following basic service areas:
- Sports, fitness and health.
- Life skills, citizenship and leadership.
- Arts, recreation and leisure.
- Mentoring, intervention and academic support.

School Age Center
The Carlisle Barracks School Age Center provides care before and after school and during school closures for children in grades K-5. Programs and resources include a wide range of physical activities, arts and crafts, homework assistance, a computer lab, character building, 4-H and Boys & Girls Club of America activities, field trips, summer camp and more. School Support Services
School Support Services provides Army school-aged youth with educational opportunities, resources and information necessary to achieve academic success. School Support Services is home to the School Liaison Office, where school liaison officers help deliver the best educational resources and information for your children. School liaison officers specialize in education transitions, and make sure incoming and exiting families have information about local schools, graduation requirements, after-school services and programs, youth sponsorship programs and home schooling.

Study Strong provides 24/7 online tutoring for Army-affiliated students. After registering online, students are connected to a tutor in an online classroom. Online classrooms use controlled chat and an interactive white board. Students can send computer files, such as essays, to the tutor for review and assistance. Educational support is available for kindergarten through 12th grade and college prep. Preparations for career transitions, writing resumes and studying for exams are available for adults.
Tutors are certified teachers, college professors, professional tutors or graduate school students from across the country who have been hired by Tutor.com, the provider of the Live Homework Help program. Come visit the Splash Zone swimming pool at 313 Lovell Ave. for cool summertime fun. The pool features a large slide, separate baby pool and splash pad. Fitness Centers and Intramural Sports
The post has three fitness centers. Jim Thorpe Fitness Center, at 23 Lovell Ave., features cardio and weight training equipment, group exercise classes, an indoor track, an activity room, saunas and more. Indian Field Fitness Center, at 119 Forbes Ave., features cardio equipment, a free weight area, selectorized strength equipment and a women-only area from 9 to 11 a.m. daily. Root Hall Gymnasium, at 120 Forbes Ave., is home of the sports and intramurals office. The gym has a full-size basketball and volleyball court, a regulation-size racquetball and handball court, and saunas. Seminar basketball and volleyball programs are also conducted there. The Carlisle Barracks Golf Course, at 901 Jim Thorpe Road, is one of the finest in Cumberland Valley. The par-72 course is fully irrigated, with a normal golfing season from April to November.
