BASE ACCESS AND RULES OF THE ROAD

JOINT BASE ELMENDORF-RICHARDSON BEGINS AT THE GATES.

Gate entrance procedures are designed to accommodate Department of Defense members and their families’ access to the base. All DOD IDs will be electronically scanned and all other IDs will be visually checked. Vehicle decals are no longer required but can still be provided as a service upon request.

GUESTS

DOD members may sign their visitors in up to three days prior to their arrival. This allows a guest to drive to the Visitor Control Center at the Richardson or Boniface gates, receive a DBIDS pass and enter the installation. DOD ID cardholders are authorized to vouch for guests riding in the same vehicle while entering the installation without obtaining an additional pass as long as guests have a valid state or federally issued ID. Guests older than 16 with no ID card will be directed to the Visitor Control Center to obtain a DBIDS pass. Guests must remain with their sponsor at all times, and sponsors are ultimately responsible for actions of their guests on the installation.

DOD ID cardholders may sponsor guests for unescorted access up to 72 hours before they arrive by going to a Visitor Control Center and registering them on the JBER visitor log. Up to nine guests at a time may be sponsored in this manner. If a visitor shows up without earlier coordination, the DOD sponsor will be required to meet the guest at a Visitor Control Center before issuance of a JBER pass.

A DOD ID cardholder wishing to sponsor 10 to 50 guests must request this on a 673rd Air Base Wing Form 22 at least five days in advance. Requests for 50 to 100 guests require two weeks’ advance notice, and 100 or more guests require one month advance notice.

Non-DOD members wishing to take advantage of recreational passes on the JBER-Richardson side of the installation must enter through the Richardson Gate. Anyone, including DOD members, recreating on JBER-Richardson must first register at the Richardson Visitor Center with U.S. Army Alaska to obtain a recreational pass; this pass must remain in their possession at all times.

Veterans Affairs ID cards may not be used to gain access to JBER for scheduled appointments. There are two ways to access JBER for scheduled appointments:

VA patients may access JBER hospital through the VA link.

Those wishing to drive will be required to go to one of the VCCs and get a day DBIDS pass.

In an emergency, VA cardholders may go to any gate, show their ID card and drive directly to the JBER emergency room. Food, delivery and taxi drivers will be required to get a DBIDS card; however, these changes will not affect the services these vendors provide to base residents.

SOME UNIQUE RULES

Vehicle owners must have liability auto insurance with minimum coverage of $50,000 for personal injury to each person, $100,000 for each accident and $25,000 for property damage.

Family members must obtain an Alaska driver’s license within 90 days of arriving or within 10 days of securing employment. Military members should call the Alaska Department of Motor Vehicles in Anchorage at 907-269-5551 for information about changing their driver’s licenses and automobile registrations. SAFETY

Seat belt usage for drivers and passengers is mandatory in Alaska and on base. Failure to wear a seat belt will result in a one-week suspension of driving privileges for the first offense, a one-month suspension for the second and a one-year revocation for the third.

Child restraint laws now require children 4 years old and younger to be restrained in federally approved safety seats. Passengers from 4 to 16 years old must wear a seat belt or a child restraint device, whichever is appropriate. The operator of the vehicle can be ticketed whether that person is the parent or not.

DRIVING-WHILE-UNDER-THE INFLUENCE LAWS ARE STRICTLY ENFORCED ON AND OFF BASE.

CELLPHONE USAGE

Base police deem using a cellphone while driving without a hands-free device a “primary offense.” This means violators on Joint Base Elmendorf-Richardson can be stopped solely for this offense. Drivers should use voice dial or pull over to dial. Violators will receive an Armed Forces Traffic Citation and a seven-day, on-base driving suspension (30-day, on-base driving suspension for second offense). JBER ISPORTSMAN RECREATIONAL ACCESS SYSTEM

Having an iSportsman’s recreational permit is a precondition for recreating on JBER. Recreational users can access iSportsman to register for an annual permit, sign in or out online at www.jber.isportsman.net or go to the Boniface or Richardson Visitor Centers and use the self-help kiosks. Check the website first to confirm the self-help kiosk you plan to use is operational.

This annual permit is available to all individuals eligible to recreate on JBER (active duty, military-affiliated and civilian). The permit price is $10 for individuals, but $5 for senior citizens (60 and older) and disabled persons.

Recreational permit violations may result in the loss of recreational access privileges on JBER.

Visitors are not authorized to recreate in the cantonment area or on JBER-Elmendorf without a military sponsor present. The iSportsman recreation pass does not give you access to JBER. To gain access to JBER, you will need to have your iSportsman recreation pass and stop at either Visitor Control Center to be vetted onto the installation if you do not have base access. Individuals failing the vetting process will not be allowed on JBER. PRIVATELY OWNED WEAPONS

The following items are prohibited from use, transportation or storage on JBER: blackjacks, slapjacks, metal knuckles, billy clubs, nunchucks, fighting sticks, expandable batons (except for law enforcement personnel), studded fighting gloves or any other instrument whose obvious purpose is to be used as a weapon, such as a sawed-off shotgun, weighted pool cue, machetes, bayonets, or knife blades longer than 6 inches that have no sporting use, or when used in a manner not intended for the original design. Also prohibited are: sword canes, throwing stars, throwing knives or any knife with spring-type or switchblade action regardless of length of blade (except for emergency response personnel or military-issued). Included are gravity knives that do not spring but are opened by the movement of the hand.

Person(s) desiring to carry, transport or store POWs on base will immediately declare and register their POWs upon entering the base at the Visitor Control Center. Privately owned weapons are NOT to be carried into registration locations. Serial numbers and other pertinent information should be copied onto the registration form at the armory or other authorized storage location.

Firearms and weapons may only be transported to and from their place of storage, that is, family quarters, the Security Forces armory, the United States Marine Corps Armory or to authorized sporting events on or off base.

Weapons may be transported in plain view, secured in the trunk or secured in the rear storage compartment of a vehicle. Weapons should be secured in a carrying case, holster or suitable container. Firearms must be transported unloaded, with ammunition separate from the weapon.

MOTORCYCLES AND ATVS

Motorcycles are prohibited from operating on base from Oct. 1 to March 31. During the open season, April 1 to Sept. 30, motorcycles may be operated during Road Condition Green or as otherwise directed by the 673d MSG/CC.

Motorcycles are not authorized during winter months because they lack stability on icy or wet roads. Those riding motorcycles on base during the summer months must have both a valid driver’s license or permit and a Motorcycle Safety Foundation card.

Required personal protective equipment for both operators and passengers includes:

• Securely fastened eye protection consisting of impact-resistant goggles (not glasses) or a full-face shield attached to the helmet (worn in the down position while moving)
• Hard-sole shoes or boots (no gym shoes or open-toed footwear)
• Full-fingered gloves
• Long pants
• A long-sleeved shirt
• A reflective vest with a minimum of 138 square inches of international orange or lime green reflective material

Headphones and earphones are prohibited while riding.

Those who want to drive all-terrain vehicles (ATVs) on base must have an ATV Safety Institute certification card and a permit from the JBER Wildlife Education Center (907-552-0310). Passengers are not authorized on single-person ATVs.

ATV personal protective equipment includes:

• Securely fastened eye protection consisting of impact-resistant goggles (not glasses) or a full-face shield attached to the helmet (worn in the down position while moving)
• Over-the-ankle hard-sole shoes or boots (no gym shoes or open-toed footwear)
• Full-fingered gloves
• Long pants
• A long-sleeved shirt
• A reflective vest

Headphones and earphones are prohibited while riding.

Snowmachine riders on base must attend a briefing at the JBER Wildlife Education Center on the location of trails and riding areas. Training and certification are required. Call Base Wildlife at 907-552-0310 for information about training and safety requirements.
