THE GLOBAL HOUSEHOLD GOODS CONTRACT PLANS TO ADD MORE INSTALLATIONS IN 2025

The Defense Personal Property Program is stepping up its activities to completely execute the Global Household Goods Contract (GHC) domestically. Their goal is to extend the network of installations until spring 2025. This program is essential to ensure that a PCS military move is managed more effectively and provides a better experience for our service personnel.

The initiative aims to lessen the logistical difficulties military personnel have when undergoing Permanent Change of Station (PCS) transfers by expanding the number of sites and monthly shipping volumes. It enhances the standard of care, and this expansion greatly lessens the problems that service members and their families experienced in the past.

Global Household Goods Contract (GHC) Will Add More Installations

As the Transportation Command strives to bring all domestic shipments on board by the upcoming spring, 94 installations will be authorized to move service members' household goods by the end of 2024 under the new Global Household Goods Contract. This is more than half of the installations in the United States.

Both large and small installations have participated in the stepwise process to verify the new system's dependability. Earlier this month, TRANSCOM added 20 stations to the new system, with 18 more coming online in December and two starting in November:

Initial Rollout Data and International Move Delays

Troops and their families should not anticipate having their possessions sent under the new method until at least September 2025 for relocation outside of the continental United States.

According to TRANSCOM, as of December 4, the Defense Department had sent 777 task orders to HomeSafe Alliance, the new contractor, regarding requests for soldier shipments from the operational installations in the new system.

There were 330 deliveries made by HomeSafe. In spring 2024, the HomeSafe alliance and TRANSCOM started a small deployment of the new system with five installations, then increased the number in the fall when the busiest military moving season was done.

20 More Installations Join GHC for Domestic Shipments

The Defense Personal Property Management Office (DPMO) and U.S. Transportation Command (USTRANSCOM), in partnership with the U.S. Coast Guard and other military services have approved 20 more stations to start placing orders for shipments of Global Household Goods. While the other 18 installations started in December, two of them started in mid-November.

With 94 GHC-live installations overall, over half of the installations in the contiguous United States will be able to place orders under GHC before the end of 2024. The DPMO also intends to activate all shipping routes between GHC-live locations this month. The new MilMove government IT system will enable Personally Procured Moves (PPM) for individuals who opt to undertake a PPM while relocating between those GHC locations.

Once the specifics are determined and the modification is fully implemented, the command will produce a separate release with information about these changes. As of December 4, 777 task orders for shipment requests from GHC-live installations had been forwarded by the DOD to HomeSafe Alliance. HomeSafe has made around 300 deliveries.

Moving Issues for Transcom Amid Industry Concern

After a particularly difficult relocation season, TRANSCOM started working to make moving easier for service members and their families in 2018. It seeks to address persistent issues, including misplaced or broken goods and a very complicated claims procedure.

Nonetheless, several moving business participants claim that in recent years, the moving experience for military members has greatly improved. However, they caution that under the new system, HomeSafe is giving moving companies cheaper rates, which could have a negative impact on the caliber of shipments of service members' personal belongings. This could drive some businesses out of business.

The $6.2 billion deal, which may be worth up to $17.9 billion over nine years, was given to HomeSafe Alliance by TRANSCOM for the Global Household Goods Contract. When contract protests were resolved in early 2023, work started. The new method will give HomeSafe complete responsibility for shipments, including processing any loss or damage claims and assigning a moving company to pack, haul, and unload.
