MOVING UNDER THE GLOBAL HOUSEHOLD GOODS CONTRACT: WHAT TO EXPECT
In recent years, PCSing has changed thanks to a collaboration between the U.S. Department of Defense (DoD) and the private moving experts at HomeSafe Alliance. Moving under the Global Household Goods Contract (GHC) is going to help military families with a smoother PCS, but currently, it’s available in a limited capacity as the program continues to expand. Military families are also encouraged to get involved and provide feedback about the GHC when PCSing to ensure these new efforts are hitting their goals.
What Is the Global Household Goods Contract?
The Global Household Goods Contract (GHC) began changing the way military families PCS in 2024. Moving under the Global Household Goods Contract allows further privatization through a collaboration with HomeSafe Alliance while supporting warfighters and their families with support from the DoD.
Initially focusing on domestic moves, the GHC will later expand to international relocations with the mission of eliminating lost or damaged goods and complex claims processes for those PCSing.
This initiative addresses service members' dissatisfaction with the PCS cycle, citing negative experiences with previous efforts involving move management, common logistical challenges, and is also available for DoD personnel who qualify.
Improvements for Military Families Moving Under the Global Household Goods Contract
The GHC currently oversees household goods shipments, unaccompanied baggage, and storage-in-transit services, with future plans to include non-temporary storage moves.
However, the Global Household Goods Contract excludes privately owned vehicles and Personally Procured Moves (PPM), which remain under service branches.
HomeSafe Alliance will manage all aspects of moves, utilizing local movers for packing, shipping, and storage, while the DoD oversees compliance and assists with approvals and issue resolution.
Military families now have access to digital tools that enhance communication and can streamline claims with online inventories when moving under the GHC.
The GHC aims to standardize moves, improve resource use, and reduce transit times, addressing long-standing PCS issues like delays and damaged items.
Furthermore, service members can contact their local transportation office for support.
Hundreds of Thousands Affected by the GHC
PCSing under the Global Household Goods Contract is not going to effect everyone all at once; however, it’s a move that will still make an impact on around 300,000 service members each year.
A PCS military move has enough moving pieces and stresses that it’s important to support families and alleviate some of the burden.
Privatizing moving resources for military families while providing support through the DoD provides more options, improved processes, and a better overall experience for all parties.
While GHC is still expanding, international application is expected to begin by September 2025.
Providing Feedback When Moving Under the Global Household Goods Contract
The DoD uses MilMove and analytical platforms to monitor HomeSafe's performance, ensuring contract compliance.
DoD personnel will review HomeSafe's daily performance, using data from MilMove to track key metrics, such as adherence to the 7-day shipment window.
This data will be compiled into monthly performance reports for review by the U.S. Transportation Command (USTRANSCOM).
However, families can also get involved by providing direct customer feedback through satisfaction surveys.
These surveys will assess both HomeSafe’s services and the support from government offices.
Customers are encouraged to complete surveys promptly and contact their HomeSafe representative or local transportation office for any issues during their move to help improve the GHC process.
