Defense Distribution Depot Susquehanna (DDSP) 2001 Mission Drive New Cumberland, PA 17070 (717) 770-6011 Defense Distribution Depot Susquehanna (DDSP), Pennsylvania was created in 1991 with the merger of the New Cumberland Army Depot and Defense Logistics Agency (DLA) Defense Depot Mechanicsburg into a single site. DDSP is the eastern DLA Strategic Distribution Platform, with facilities at New Cumberland and Mechanicsburg, providing military and commercial repair parts, clothing and textiles, medical supplies and industrial and electronic components to military customers throughout the United States and the world. DDSP is home to the largest distribution facility in DoD (the Eastern Distribution Center), located at New Cumberland, Pa. The mechanized facilities within the EDC provide state-of-the-art processing in world-class fashion. Container consolidation points for both the Army and the Air Force are operated at DDSP, consolidating materiel from U.S. facilities into sea van containers and Air Force 463L Air Line of Communication pallets for overseas shipments. DDSP supports the fielding of new weapons systems for the Army through the assembly of repair parts, tools and technical manuals at the Unit Materiel Fielding Point and manages the Navy's Publications and Forms mission. Medical Set Assembly is also a key operation. DDSP is also one of two sites in the DDC where Unitized Rations are built, which are used in the field feeding systems for the Army and Marines. DDSP is also the host for the New Cumberland installation and is responsible for the day-to-day operations and maintenance of the buildings within its gates. Included in those responsibilities are providing a full range of quality of life services to military members, their families and civilian employees, including child care, a fitness center, golf course, bowling center and a pool. Over 25 tenant activities are based at New Cumberland and include a clinic and a shopette/gas station. New Cumberland facilities are located on 850 acres along the Susquehanna River in New Cumberland, Pennsylvania, about five miles south of Harrisburg. The depot is bordered by the Susquehanna River to the north and east, the Pennsylvania Turnpike to the south, the Capital City Airport to the north and west and a residential community to the west. Facilities within the installation include over 200 buildings, 26 miles of road and eighteen miles of railroad. The installation is one of the area's top ten employers.

Directions

• From Harrisburg, take I-83 South toward York/Airport/Hershey. • Take the PA-114/Lewisberry Road, exit 39A. • Turn right onto PA-114/Lewsberry Road. • Turn right onto Old York Road. • Turn left onto Old Depot Roads to enter Mission Drive. • Installation Access. Gate 3 is the main entrance to this installation 24 hours, 7 days a week. All employees and military are required to enter this installation at Gate 3, off of Old Depot Road. History

The Quartermaster Department originally built the depot at New Cumberland in 1918, naming it the Marsh Run Storage Depot. The installation was used as a storage and distribution point for supplies to and from Europe during WWI. After the First World War, it was designated an Army Reserve Depot for the storage of quartermaster, signal, ordnance, engineering, and chemical wear materiel. In 1960, aircraft hangar and maintenance shops were constructed for U.S. Army helicopters and other aircraft. In 1962, the installation's name changed to New Cumberland Army Depot (NCAD). During the Vietnam War, the NCAD primarily focused on overhaul and repair of the CH-47 Chinook helicopter, especially the rotor blades. In 1984, aircraft maintenance operations were discontinued and NCAD's mission was modified for its function solely as major supply depot. The installation population includes Department of Defense (DoD) employees and contractors. DDSP is a joint military assignment with around 300 military (and their dependents) on the installation, which includes tenants, DDC and DDSP personnel.

New Cumberland

New Cumberland Borough has a population of 7,349 and lies at the confluence of the Yellow Breeches Creek and the Susquehanna River. As with the other townships near Central Pennsylvania's military installations, New Cumberland is strategically positioned near the center of the Philadelphia/Baltimore/Pittsburgh triangle, about 27 miles from Lancaster (home of the Pennsylvania Dutch), and a short drive to Harrisburg and its area attractions. Harrisburg is the hub of this metropolitan area having more than 600,000 people. Established in 1785, Harrisburg became the state's capital in 1812 and was incorporated as a city in 1860. Harrisburg was said to be the objective of General Robert E. Lee as he and his troops marched northward in 1863, only to be called to Gettysburg before crossing the Susquehanna River. Harrisburg is the major destination for New Cumberland residents for most business, culture and night life activities. In the last decade, Harrisburg has experienced a phenomenal resurgence with new construction and continued economic growth.

Family Concerns Housing

The Housing Office is located in Building 268, J Avenue. There are 140 sets of government quarters and these are village-style, townhouseunits. All service members are required to process through the Housing Office, as instructed on their PCS orders, prior to making arrangements for off-post housing. Relocation Assistance

Family Services offers welcome packets, maps, school information, as well as tips on moving with children, pets and elders. Information on stress management and spouse employment, and pamphlets on job search are also available. Relocation planning and referral services include counseling and information. The Loan Closet is well-stocked and available for military, civilians and retirees with PCS orders. Household kitchen items, futon, high chairs, and car seats are available. Please call (717) 770-7737. Family Services assistance is available for active duty service members and Department of Defense (DoD) civilians, including both inbound and outbound personnel. In order to provide first class customer service, we ask that for: • Inbound personnel: We receive the names of inbound members, the names of their sponsors and their estimated month of arrival. Family Services will contact the sponsor and prepare a welcome packet for the new arrival. • Outbound personnel who are preparing to PCS: We ask for the names, month of departure and new duty station. Family Services will provide relocation information and an inventory book for their household goods. These services will enable families to have a smooth transition during and after their relocation. Pets

Aggressive breed dogs are not permitted per installation policy. To find out if your pet is considered an aggressive breed, please contact the housing office at (717) 770-7251.

Child Care

Families needing child care should plan to call the Child Development Center at New Cumberland as soon as possible for enrollment policy and procedures. For more information call (717) 770-6768.

Child Development Center (CDC)

The Child Development Center, Building 255, is located on site at the Defense Distribution Depot Susquehanna Pennsylvania (DDSP) installation at New Cumberland. The center provides developmentally appropriate learning experiences to meet the cognitive, physical, emotional and social needs of children six weeks through kindergarten. The center is certified to operate through annual DLA Headquarters Inspections. It is accredited by the National Association for the Education of Young Children (NAEYC). Fire, Safety, Environmental Health and Community Health regularly inspect the center to ensure regulatory requirements are met.

Availability

Programming includes computer experiences, arts and crafts, literacy, physical activities and an opportunity to learn self-help skills. The facility accommodates 140 children.

Hours of Operation

The center is open Monday through Friday, 5:45 a.m. to 5:15 p.m.

School Age Program

The School Age Services Center is located in the same building as the Child Development Center. This facility accommodates 134 children. The center provides developmentally appropriate learning experiences for youth in first grade through 12 years of age.

Programs Offered

• Before/After School care program: Available school days, 5:45 a.m. to 5:15 p.m. • In-Service and Holiday care • Full Day Summer Camp: These programs are open for full day care Monday through Friday, 5:45 a.m. to 5:15 p.m. The facility will accommodate 88 children for summer camps. Programming includes sports and fitness, mentoring, intervention, and support services, leisure, recreation, art activities, life skills, citizenship and leadership opportunities and computer experiences.

Schools

Public elementary, middle and high-school are provided by the West Shore School District. To obtain enrollment information please call, (717) 774-4122.

Medical

The New Cumberland installation is serviced by TRICARE Prime and has no enrollment fees for active duty family members, but does require enrollment. Updates can be made during in-processing activities or in-person at the TRICARE Service Center at the Dunham U.S. Army Health Clinic. The Clinic Health Benefits Advisor can be reached at (717) 245-4112 for advice about health care options.

Dunham U.S. Army Health Clinic

450 Gibner Road Carlisle, PA 17013 (717) 245-3400 The Dunham U.S. Army Health Clinic at Carlisle was recently renovated and is staffed with nine officers, 23 soldiers, and 127 civilians and contractors and is a member of TRICARE network and the Walter Reed Health Care System, and partners with HealthNet to provide care. The Dunham Health Care Network includes clinics at Carlisle Barracks, the Defense Distribution Center (DDC) Susquehanna and NSA Mechanicsburg, the Letterkenny Army Depot in Chambersburg, and the National Guard Training Center at Fort Indiantown Gap. Dunham provides care to more than 5,700 retirees and their family members, as well as for 4,900 active duty soldiers and their family members.

On-Base Services & Recreation Commissary

There is no commissary at the New Cumberland installation. The main Carlisle Barracks Commissary serves active duty personnel from New Cumberland and is located at 851 Sumner Road in Carlisle. Call (717) 245-3105 for store hours and eligibility requirements.

Riverview Golf Club

Riverview Golf Club is open to military and federal communities, honorably discharged veterans and the general public. Because of the secure nature of the New Cumberland installation, prior arrangements must be made in order for all non-government patrons (including veterans and all guests) to access the nine-hole golf course. Call (717) 770-5199 or (717) 770-5072. Course is open year round unless the course is snow covered. Club facilities include snack bar, pro shop and practice area.
