 is nearing floor votes in both chambers, having cleared the Senate Armed Services Committee on June 11. In past years, the 

 (NDAA) has been one of the few appropriations bills to move through Congress in what’s called “regular order.” Regular order means that bills originate in committee and then advance to the floor of each chamber before being reconciled in a Conference committee. The final agreed-upon language of the bill is then sent to the floor of each chamber for a final vote, then to the president for signature.

The fiscal year 2027 bills are now making their way through the committees. The 

 (SASC) completed its markup of the FY2027 NDAA on June 11, voting 18-9 to advance the bill to the Senate floor. The House Armed Services Committee (HASC) passed its version a week earlier, 44-12. Both chambers now have their “marks” in the queue for floor debate. “Marks” refers to committee amendments and the language in the committee report to the Speaker/Senate President for the entire body to vote on. No floor votes have been scheduled as of this writing.

The SASC version authorizes $1.15 trillion for national defense—$1.099 trillion for the Department of Defense and $41.1 billion for the 

Department of Energy national security programs.

 It is the 66th consecutive annual defense authorization, a streak that reflects the bill's status as one of the few truly must-pass pieces of legislation Congress still reliably delivers. It’s also the largest defense bill ever sent to the floor of either chamber for a vote. By comparison, total U.S. defense spending for FY2010 during both Iraq and Afghanistan campaigns was approximately $692.78 billion, including the NDAA and all supplemental legislation.

Pay and Compensation: A Capitol Hill Collision

The bill addresses the persistent challenge of recruiting and retaining quality people with the most aggressive pay posture in years. 

However, the two chambers are on a direct collision course over how to structure those increases, fueled by entirely different philosophies on military compensation.

Who Is Driving the Lower Pay Plan and Why?

 flat 3.6% baseline pay raise is being driven entirely by the Senate Armed Services Committee

 (SASC). In doing so, the Senate committee explicitly rejected the White House's budget request and the House Armed Services Committee (HASC) plan, both of which called for an ambitious, tiered model. 

Under the House/White House plan, junior enlisted troops in pay grades E-5 and below would receive a targeted 7% raise, while more senior ranks would see increases in the 5% range.

The SASC's resistance to these larger baseline figures is driven by specific policy concerns outlined in their committee report:

Fourteenth Quadrennial Review of Military Compensation

, senators warned that giving massive raises exclusively to lower ranks shrinks the pay gap between ranks. This "compression" reduces the financial incentive for talented service members to work toward promotions and take on more leadership, which could harm long-term retention.

 The committee noted that Congress already enacted a sweeping, targeted 14% pay hike specifically for junior enlisted members back in 2025. According to the QRMC data, junior troop compensation is already well above the 90th percentile of civilian equivalents.

 By capping the baseline raise at 3.6%, the Senate saves roughly $2.3 billion. Instead of putting that cash into base pay, the SASC chose to redirect it into chronic blind spots in military quality of life: an extra $1.77 billion for the struggling Defense Health Program, $250.9 million for civilian personnel compensation, $38.7 million for childcare programs, and $28.3 million for tuition assistance.

If the Senate's version wins out during the upcoming compromise negotiations, the impact will be felt differently across the ranks.

Junior enlisted troops will feel the immediate sting of the lower baseline. A junior service member expecting a robust 7% bump to cope with inflation will instead see that raise cut nearly in half to 3.6%.

To soften the blow for the front lines, the SASC did expand specialized funding. 

Service members in high-risk zones or critical fields will see increases

 in maximum authorized amounts for hostile fire pay, imminent danger pay, and aviation incentive bonuses.

Conversely, families struggling with healthcare wait times, lack of childcare slots, or a lack of educational funding would theoretically benefit from the billions the Senate is shifting into base services and the Defense Health Program.

The acquisition provisions in both marks are the most ambitious since the landmark reforms of the 1980s. The language from the HASC seeks to authorize multiyear procurement for 13 munitions systems, plus the F-15EX, F-35, E-2D Advanced Hawkeye, Arleigh Burke-class destroyers, Virginia-class submarines, and the Coyote Block 2C counter-drone interceptor. 

Multiyear procurement funding has been a longstanding Pentagon request to provide consistent demand signals to the defense industrial base so they can have the confidence they need to expand production capacity.

The SASC mark requires acceleration of low-cost munitions procurement, including a pilot program specifically aimed at air defense interceptors. This is a direct response to the unsustainable cost exchange ratios seen in recent conflicts, where expensive interceptors have been used against cheap drones.

Both chambers push hard on data rights, shifting the burden of proof to contractors to justify restrictions on technical data, and requiring defense firms to submit investment plans for increasing production capacity or face restrictions on shareholder distributions.

Perhaps the most forward-leaning provision in the SASC mark is authorization permitting the establishment of a 

Robotic and Autonomous Systems Combatant Command

—a new warfighting headquarters built from the ground up around uncrewed and 

It is a significant organizational bet on the future of warfare, reflecting lessons absorbed from Ukraine, the Red Sea, and the Iran campaign, where uncrewed systems have proven both decisive and devastatingly cost-effective.

The bill also codifies the autonomous weapons review process in statute, requiring specific standards for human judgment, validation, and testing, and a centralized incident reporting repository. 

This last provision is significant as it directly addresses criticisms from industry and defense experts who are challenging the Pentagon’s approach to AI-enabled weapons platforms.

included language formally renaming the Department of Defense the "Department of War." 

The Congressional Budget Office has estimated the cost of the rename at between $10 million and $125 million. The provision faces a steeper climb in the Senate than its committee passage suggests, and the Byrd Rule could strip it from any reconciliation vehicle.

Whatever one thinks of the symbolism, a historical note: the pre-1947 "War Department" was solely the Army's department, and later included the Army Air Forces before they became a separate branch. 

The Navy maintained a separate cabinet-level secretary reporting directly to the President. 

 did not simply rename the Department of War; it combined the War and Navy Departments and created a new one, the Department of Defense, subordinating the service secretaries to the new Secretary of Defense.

 called the bill "a seminal breakthrough for the American military," citing investment in AI, autonomous weapons, low-cost munitions, and cyber operations, and pledging reindustrialization "the scale of which we have not seen since the Second World War."

Ranking Member Jack Reed (D-RI) was more measured: 

"This bipartisan NDAA strengthens national defense and enhances oversight and accountability. It forces the Secretary to be more accountable to Congress and will prevent many errors of the past from being repeated. Advancing this bill is a necessary step in a multi-step process. I will keep fighting to improve the bill."

That last line is the tell. The bill has a long road through floor amendments, conference, and presidential signature—and what emerges from the upcoming House-Senate conference committee may look meaningfully different from what either committee passed. But the framework is serious, and for the men and women in uniform and the veterans who came before them, the direction is the right one.

Inside the $1.15T FY27 NDAA: Senate Proposes 3.6% Pay Raise

On Saturday, the Trump Administration released several statements declaring that a deal to end the fighting in the Middle East had been reached. There are few details available, but we know a few aspects of the deal from several outlets and official statements from the US, Iran, Pakistan, and several other countries.

The deal has apparently been brokered by Pakistan and Qatar. After months of air and naval combat, the United States and Iran are poised to formalize an end to active hostilities. On June 15, President Trump and Vice President Vance virtually 

 with Iranian officials, with a formal ceremony planned in Geneva on Friday, June 19. Here is a factual summary of where things stand.

The initial ceasefire dates to April 8, when Pakistan mediated a two-week halt to hostilities. Iran had rejected an earlier Pakistani proposal for a 45-day phased framework, and 

the early ceasefire was violated by both sides before Trump extended it indefinitely on April 21.

 Issues under discussion throughout the talks included freedom of navigation through the Strait of Hormuz, Iran's nuclear and ballistic missile programs, reconstruction, sanctions relief, and the framework for a longer-term peace agreement.

The formal document ending the conflict is called a “memorandum of understanding.” It’s approximately a page and a half long and outlines a broad framework that leaves technical details to future negotiations. Vice President Vance confirmed that international nuclear inspectors will be allowed back into Iran under its terms. 

The MOU would extend the ceasefire for 60 days

, including in Lebanon, during which nuclear negotiations would be held. It includes a framework for addressing Iran's enriched uranium stockpile, though any action on the nuclear program depends on a second, more detailed accord.

According to administration officials, the text of the MOU will be released to the public after the formal signing ceremony in Geneva. The US will be represented by Vice President Vance, Middle East Special Envoy Steve Witkoff, and Jared Kushner, the president’s son-in-law.

For their part, the Iranians have committed to implementing the agreement after the formal signing ceremony on Friday. Iran’s deputy foreign minister, Kazem Gharibabadi, said: “A permanent and immediate end to the war has been declared on all fronts.” However, he added that there remain conditions for Iran’s compliance. 

 Iran’s acceptance of the deal is contingent on the US lifting the naval blockade, ending the state of war and military operations, and releasing Iran's frozen funds (reported at more than $24 billion).

Another important detail is that, contrary to initial administration statements, the MOU does not contain language completely eliminating the Iranian nuclear program upfront. Rather, the MOU provides for a 60-day period for negotiations on what nuclear capabilities and material the Iranians will retain, the inspection regime, and how nuclear materials will be managed, though recent leaks show Iran did concede that its highly enriched uranium stockpile "will be destroyed" via downblending. According to press reports, the 60-day clock and the phased release of the $24 billion in frozen funds are heavily linked to these verified nuclear steps.

The MOU sketches out a plan for the United States to remove its naval blockade of the Strait of Hormuz while Iran agrees to reopen the waterway for commercial shipping. 

Trump said the Strait would be "permanently toll-free"

 once it reopens after the Geneva signing. The Strait remained closed as of the signing announcement, with reopening tied to the formal ceremony requiring Iran to restore traffic to pre-war volumes within 30 days.

Israel’s Benjamin Netanyahu said Israel has halted attacks on Iran but stopped short of acknowledging a ceasefire, while Iran suspended operations against Israel but warned it would resume them if Israeli strikes in southern Lebanon continue. 

The Lebanon dimension remains the most immediate complication, with Hezbollah fighting ongoing even as the U.S.-Iran framework takes shape. Iran has indicated their willingness to cease military operations “on all fronts,” which implies their proxies in Yemen (Houthis) and Lebanon (Hezbollah) would also end their attacks. However, as Israel is not a signatory to the MOU, their cooperation remains an open question.

Comparing the 2015 Agreement to the 2026 Agreement

The 2026 MOU invites inevitable comparison to the 2015 Joint Comprehensive Plan of Action - and the differences are instructive. Under the JCPOA, Iran agreed to reduce its enriched uranium stockpile, limit enrichment levels, reduce operating centrifuges, redesign certain nuclear facilities, and permit extensive IAEA inspections - a detailed, negotiated architecture supported by six world powers.

The 2026 MOU, by contrast, is about a page and a half of broad framework language, with details deferred to a second accord. Crucially, this MOU includes a "status quo" clause where both sides freeze their current positions for 60 days: Iran pauses its nuclear program where it is, while the US cannot add forces or new sanctions. 

The JCPOA required continuous monitoring of Iran's entire fuel cycle

, including real-time enrichment monitoring, for 15 years, along with permanent adherence to the IAEA Additional Protocol. The MOU only includes language to start discussions on an inspection regime for verification. When the first Trump administration withdrew from the JCPOA, Iran moved quickly to resume their nuclear program. 

By early 2025, the IAEA reported Iran had increased its stockpile of 60-percent highly enriched uranium to 275 kilograms, a level that significantly shortened any nuclear breakout timeline to months rather than years under the previous agreement.

Lastly, there’s the difference in payout. Under the 2015 JCPOA, the United States 

returned $1.7 billion in frozen Iranian funds

 from an aborted arms purchase of US weapons during the Reagan administration. The payout in the 2026 agreement starts with immediate US Treasury oil export waivers and the gradual return of $24 billion in impounded Iranian funds, as well as an “investment fund” for reconstruction of as much as $300 billion, according to some press reports, though President Trump has explicitly stressed that the US itself is "not putting up ten cents" of taxpayer money toward it.

Analysts are cautious about what the MOU actually secures.

"We have been here before only to discover the parties cannot bridge the remaining gaps," said Steven Cook of the Council on Foreign Relations. 

"Negotiations on the outstanding issues, especially on Iran's nuclear program, will be long and difficult." 

Trump reiterated that "Iran will never have a nuclear weapon" and told the New York Times that the U.S. could attack Iran again if negotiations failed to produce a resolution on its nuclear ambitions. While Iran's deputy foreign minister indicated the 60-day nuclear talks could only begin if the U.S. released frozen Iranian funds, Vice President Vance clarified that the money will only be released in phases based on verified steps on the ground.

What We Know About the Iran War Ceasefire Deal

The U.S. military has been promising battle-ready laser weapons for decades. Today, the Pentagon is closer to fielding operational directed energy weapons than ever before. The next few years will determine if that is wish-casting or a real path to operational weapons.

Lasers have been on the battlefield since the 1970s as targeting aids, covert markers for airlift, and more recently as “dazzlers” to attempt to defeat optical sensors or blind human crews. 

 have been the goal for decades, but solving the engineering problems has been the roadblock. That roadblock may be clearing.

The US has begun fielding a variety of directed energy systems, including HELs, and, according to Undersecretary of Defense for Research and Engineering Emil Michael, it is nearing the point where laser weapons can be produced at scale. 

Testifying before the Senate Armed Services Committee in May, Michael told lawmakers the science of laser weapons is "largely done." The Pentagon, he said, is now 

 of turning exquisite prototypes into mass-producible systems.

The Navy has made more progress than its sister services. Ships are excellent platforms for directed energy systems, as the power plants of many Naval vessels are capable of delivering enough power to make the system worthwhile as a weapon. Current directed energy systems also tend to be heavy and bulky, and not yet suitable for deployment on a land or air vehicle. 

The destroyers that prosecuted Epic Fury reportedly went into the fight with roughly three-quarters of their missile magazines committed to self-defense. Laser weapons that fire at pennies per shot aren't a nice-to-have in that environment - they're an operational necessity.

Directed energy systems are currently deployed on nine surface combatants, split between two capabilities.

, Navy (ODIN) - a lower-powered dazzler designed for counter-ISR and soft-kill against small drones - is the more widely distributed system, with confirmed deployments on multiple Arleigh Burke-class destroyers. The 60 kW High Energy Laser with Integrated Optical Dazzler and Surveillance (HELIOS) system aboard USS Preble (DDG-88) is the real article, a true high-energy laser integrated into the Aegis Combat System that downed four drones in a 2025 fleet exercise and was operationally deployed during Operation Epic Fury.

, then acting-Chief of Naval Operations Admiral James Kilby reported that HELIOS had not reached full power during testing, despite prime contractor Lockheed-Martin’s insistence otherwise, and also despite successfully downing drones in exercises. Subsequently, the FY2026 DoD budget zeroed out the program, and HELIOS appears to be headed for decommissioning.

The Army has been developing directed energy weapons for more than a decade for air defense. As drone warfare proliferates, seemingly logarithmically, the need for rapid and cheap defense against them has become urgent. The Army's 50 kW Stryker-mounted Directed Energy Maneuver-Short Range Air Defense system was determined "not mature enough" to become a program of record after rocky testing exposed problems with heat dissipation and reliability in its vehicle-mounted configuration.

The Marine Corps returned its five Compact Laser Weapon System units to Boeing with no replacement in sight. The Air Force tested Raytheon's High-Energy Laser Weapon System for years before abandoning it without a program of record.

Adversaries aren't waiting for the Pentagon to solve its acquisition problems. The US isn’t alone in fielding directed energy systems, and just like the drones that have become ubiquitous on the battlefield, the demands of war have accelerated directed energy technology. 

A spectacular video shot from the deck of a ship

 showed Russian defenders attempting to defeat a Ukrainian attack drone employing a bright blue commercial off-the-shelf (COTS) 445nm gallium nitride (GaN) laser. 

The drone hit its target anyway, but the video demonstrates that directed energy weapons are becoming more common. According to Jared Keller of 

 19 countries have fielded directed energy weapons. The usual defense technology leaders are there, of course, the US and China, but other members of the laser weapons club include Russia, Saudi Arabia, Iran, Pakistan, India, and several NATO countries.

There is reason for skepticism. A 2023 Government Accountability Office report found a common thread running through previous failures to move from R&D to operational deployment: promising prototypes were advanced without transition partners, without binding agreements between developers and the acquisition community, and without shared funding commitments across budget cycles. When priorities shifted, and in Washington, they often do, the programs simply died from a lack of programmatic funding.

So what's different this time? Two things, potentially.

First, President Trump's "Golden Dome for America" domestic missile defense initiative has put a hard deadline and real money behind directed energy. The Pentagon's FY2027 budget request contains $452 million in proposed R&D spending for directed energy in support of Golden Dome alone - more than triple what was enacted under the reconciliation package Trump signed in July 2025. A directed energy demonstration tied to the Golden Dome is planned for the summer of 2028.

Army's Enduring High Energy Laser (E-HEL) program 

- a modular 30 kW system designed explicitly as the service's first directed energy program of record - appears to be moving faster than almost any laser effort before it. Its design philosophy looks like a direct answer to DE M-SHORAD's failures, decoupled from any specific vehicle platform and built for maintenance by soldiers who aren't laser specialists.

The Iran experience is adding operational urgency. The war has demonstrated that the voracious consumption of high-end and expensive missiles to destroy cheap drones is not sustainable. Given the lack of current capacity to replenish the magazines of THAAD, Patriot, and other systems, rapid funding of directed energy weapons has moved to the top of the funding priority list.

Michael noted that the military's experience in the Iran War had "doubled"

 the Pentagon's interest in directed energy systems - a detail that budget numbers alone don't capture. Still, serious questions remain on the industrial side. The building blocks for laser weapon production - specialized optics with 12- to 18-month lead times and critical materials sourced from Chinese-dominated supply chains - do not yet appear to be in place to enable production at the scale Michael is describing.

The engineering problems that prevented previous systems from meeting desired operational metrics remain. Building and fielding a directed energy system powerful enough to destroy the target, while simultaneously making it survivable and robust enough to survive the rigors of combat, is a daunting task. If industry is successful at delivering a genuinely deployable system rather than another impressive prototype, it will be the first time the U.S. military has successfully made that transition.

The Pentagon Wants to Mass-Produce Laser Weapons by 2028

 the United States and Israel launched surprise airstrikes 

on Iran, targeting military and government sites and killing Supreme Leader Ali Khamenei along with numerous other senior Iranian officials. The administration's stated objectives were a combination of destroying Iran's nuclear and ballistic missile programs and, less officially, inducing regime change - a goal Trump had publicly declared his support for in mid-February, calling it "the best thing that could happen" while other members of his administration denied that as an objective. Over three months in, many of the tactical and operational goals have been achieved, while the overall strategic situation remains unresolved.

The opening strikes were devastating in military terms. Iran's command and control, air defenses, IRGC facilities, and regime infrastructure all sustained severe damage. Iran's regional proxy network - Hezbollah, the Houthis, the Iraqi Shia militias - had already been significantly degraded by two-plus years of Israeli military action and 

 On paper, Iran entered this war in a weakened position. In practice, Iran retained sufficient capability to frustrate the US and Israeli war aims while inflicting significant damage on US and Gulf States’ military and civilian assets.

Iran's response was immediate and broad. It launched missile and drone strikes against Israel, U.S. bases across the Middle East, and military and civilian locations in allied Arab states, and closed the Strait of Hormuz to all foreign shipping. 

, one of the world's busiest, was damaged by drone strikes on the second day of the conflict, temporarily halting all flights. Spain, in a notable moment of alliance fracture, refused to allow the United States to use its air bases, prompting Trump to threaten trade retaliation.

The Strait became the war's central strategic contest. The IRGC issued warnings forbidding passage, boarded and attacked merchant ships, and laid sea mines. Roughly 20 percent of the world's seaborne oil trade and 20 percent of global LNG normally pass through the strait, and shipping firms suspended operations almost immediately. 

began an aerial campaign against Iranian targets

 specifically aimed at reopening the waterway. The strait remains effectively closed to commercial traffic even now, with regional and global fuel and supply chain consequences that continue to compound.

Iran has published guidance to commercial mariners to avoid the established international traffic separation lanes in the center of the Strait, claiming the area was mined or otherwise unsafe. Instead, the IRGC has routed commercial traffic through their territorial waters and is charging a toll of approximately $0.50 to $1 per barrel of crude cargo, which means a fully loaded 

carrying around two million barrels pays approximately $2 million per transit. 

Additionally, the toll is to be paid in either cryptocurrency or Chinese yuan, making the transaction much harder - if not impossible - to track. Prior to February 28th, there was no toll, and passage through the Strait was safe.

The U.S. military surged significant assets into the theater from the opening days, with carrier strike groups, long-range bombers, and Air Force fighter squadrons operating from bases across the Gulf. 

 was already in the region before the war began, signaling the buildup that preceded the strikes. Coalition support has been thin - Britain deployed the Royal Navy in a defensive capacity after UK bases in Bahrain, Qatar, and Cyprus were struck, but formal allied participation in offensive operations has been limited. 

The blockade of Iranian ports, imposed on April 13th, is being executed by U.S. Navy and Air Force assets and has, per American claims, 

- though 26 vessels have been reported bypassing it.

The ceasefire, brokered by Pakistan, went into effect on April 8th after Iran rejected a 45-day framework and submitted its own ten-point peace plan. Trump subsequently extended it indefinitely. It has been violated by both sides. Hours after the ceasefire announcement, Israel conducted a blitz across Lebanon that killed hundreds and wounded more than a thousand, immediately straining the agreement. 

Drone strikes from Iranian-aligned forces in Iraq 

have continued against Gulf states. The Strait remains functionally closed despite ceasefire provisions that were supposed to reopen it.

The demands on each side are irreconcilable at the moment. The U.S. five-point proposal includes a demand that Iran keep only a single nuclear site operational and transfer its highly enriched uranium stockpile to the United States. Trump's opening position was unconditional surrender, a position he has softened several times, indicating the U.S. would be satisfied with a verifiable agreement preventing Iran from obtaining a nuclear weapon, but the blockade remains in place, and military threats have continued.

Iran's counter-proposal demands an end to hostilities on all fronts, including Lebanon, the withdrawal of U.S. forces from areas near Iran, and war reparations. It has also sought international recognition of its jurisdiction over the Strait of Hormuz, a non-starter for any maritime nation on earth.

Trump has repeatedly paused the resumption of military action, citing requests from Saudi Arabia, the UAE, and Qatar,

 and declaring each pause a sign of serious negotiations. The pattern is familiar: escalation, ultimatum, pause, claim of progress, repeat.

At the moment, neither side is capable of imposing its will. The United States cannot achieve its stated objective of regime change without a ground war, which no one has authorized or prepared for. Iran cannot recover its deterrence, reopen its ports, or rebuild its shattered infrastructure without a deal. Iran retains the Strait as leverage for now. Israel and Iran traded strikes as recently as June 8, described as the most serious confrontation since the April truce.

As of this writing, there is little movement at the negotiating table, and military options for the United States seem limited. Iran seems capable of closing the Strait whenever they chose, and the US blockade is imposing costs on the people of Iran but not the regime. Where this latest war in the Middle East goes in the next few months is unclear.

The Iran War 100+ Days In, Where We Are and What’s Next

Over the past month, the Pentagon has issued four distinct announcements that, taken together, represent the most significant reshaping of America's military commitment to Europe since the Cold War ended. Each announcement arrived separately, with minimal context, and none came with a coherent strategic rationale. 

But the cumulative picture is clear: the United States is deliberately reducing its European deterrent posture at precisely the moment Russia continues its war against Ukraine, and NATO's eastern flank remains under persistent threat.

Announcement One: The 5,000-Troop Withdrawal from Germany

On May 1, Pentagon spokesman Sean Parnell announced that the United States would 

withdraw roughly 5,000 troops from Germany

 following "a thorough review of the Department's force posture in Europe." Other than the headline, that withdrawal is scheduled to take place over the next six to 12 months, though the Pentagon offered few details about which troops or operations would be affected.

The 5,000-person reduction in troop strength is not, in and of itself, significant since it

. As of December 2025, 36,436 U.S. active service members were stationed in Germany. At the height of the Cold War, roughly 250,000 active-duty troops were based in what was then West Germany. 

That reduction would have been significant, but it was only the first of four announcements that call into question 

Announcement Two: The Canceled Deployment to Poland

The Pentagon halted the planned nine-month deployment of a Fort Hood, Texas-based armored brigade to Poland, specifically the 

2nd Armored Brigade Combat Team, 1st Cavalry Division

, at virtually the last minute. The brigade had been scheduled to deploy to Poland and other eastern flank positions as part of a routine nine-month NATO rotation. NATO allies were informed that the brigade would not deploy and were given no reasons.

On Capitol Hill, Democratic Sen. Jeanne Shaheen told reporters that the cancellation "came as a surprise." "As far as I know, we weren't notified about it," said Shaheen, who sits on the Senate Armed Services Committee. That absence of congressional notification matters. 

 included language requiring the Pentagon to certify to Congress before reducing European troop levels below 76,000. Under Section 1249 of that law, those certifications include confirming the cuts serve national security interests, that NATO allies were consulted, and that a detailed report was submitted to Congress. Canceling a rotation rather than withdrawing permanently stationed forces may be a way to work around those requirements on paper, but the operational effect on the eastern flank is the same.

Around 10,000 U.S. troops are typically stationed in Poland, most serving on rotational deployments lasting several months. Because the American military presence in Poland relies heavily on those rotations, the halted deployment raised immediate concerns among Polish officials.

Announcement Three: The Long-Range Fires Capability Cancellation

One of the less visible but potentially more consequential decisions was the cancellation of the planned deployment of a U.S. long-range fires battalion to Germany in 2026. The battalion was supposed to bring long-range missiles to Europe, 

strengthening NATO's ability to hold Russian military targets

In July 2024, the Biden administration and the German government jointly announced that the United States would begin regular deployments of long-range fires capabilities from its 

Multi-Domain Task Force in Germany in 2026

, as part of planning for the enduring stationing of these capabilities in the future. When fully developed, those conventional long-range fires units were to include SM-6, Tomahawk, and developmental hypersonic weapons -- systems with significantly longer range than any current land-based fires in Europe. That commitment, made at

 and signed jointly with Germany, was unilaterally canceled by the United States.

Boris Pistorius, Germany's Defense Minister, kept his public reaction measured. He said "we Europeans must take on more responsibility for our own security," and that "Germany is on the right track" by expanding its armed forces and speeding up procurement. Publicly downplaying the friction while accelerating rearmament behind the scenes, the German government responded by accelerating the most extensive rearmament since the end of

The decision widens Europe's deterrence gap vis-a-vis Russia in a key area: deep-precision strikes. No NATO ally currently fields a land-based equivalent to the US Tomahawk or SM-6 at scale. Ground-based deep precision strike is a capability gap that analysts estimate could take three to five years and cost between 20 and 30 billion euros to fill -- assuming Europe accelerates procurement immediately. There is some doubt as to whether there is industrial capacity to fill a German missile order, given the massive consumption of materiel in the Iran War.

Announcement Four: The NATO Crisis Force Reduction

The fourth announcement, made in a closed-door briefing at NATO headquarters in Brussels in late May, received less domestic media coverage than the troop numbers and represents the most consequential shift of all.

Senior Advisor to the Under Secretary of Defense for Policy Alexander Velez-Green

 notified NATO allies of plans to shrink the pool of military assets and capabilities the U.S. would make available to the alliance in a conflict. The announcement blindsided senior alliance officials, according to two alliance diplomats cited by Politico Europe. The announced reductions cut strategic bombers by half, fighter jets by a third, and pull nuclear submarines from the commitment entirely. The reductions also extend to destroyers, reconnaissance drones, and attack UAVs.

The distinction between announcements one through three and announcement four is critical. The first three reduce forces currently present in Europe -- the peacetime deterrent. The fourth reduces the forces NATO war plans count on arriving in a crisis -- the wartime reinforcement commitment. That is a significant indication of the Trump administration’s ambivalence toward Article 5.

Under Secretary of Defense for Policy Elbridge Colby

 offered one reassurance: "The U.S. will continue to use its nuclear weapons to protect NATO members." Even with a commitment to continue providing a nuclear deterrent for NATO, stripping out conventional air, naval, and strike capacity does not leave the nuclear guarantee intact - it makes nuclear escalation the only remaining backstop. 

It also reduces the options the Supreme Allied Commander can have in the event of a crisis, which is a far more dangerous strategic posture for everyone, including the United States.

Since the full-scale Russian invasion of Ukraine in 2022, Europe is rearming at a brisk pace, with all Allies planning to meet or exceed the 2% target again this year. The real dilemma for Europeans is replacing capabilities that only the United States provides that Europe cannot currently replicate. Further, there are serious discussions in Brussels as to whether removing those capabilities before European alternatives exist serves anyone's security interest.

The U.S. provides high-end capabilities such as command and control, missile defense, airlift, and deep strike. These are capabilities that European allies either lack or field only in limited capacity. 

 are in dangerously short supply, creating a gap that Ukraine and Europe now will have to race to fill. The Iran war's consumption of U.S. stockpiles has compounded the problem: delays in NASAMS and HIMARS munitions deliveries have already been reported, with Patriot interceptors expected to be affected as well.

Christian Moelling is the director of EDINA, the European Defence and Security Network, a Berlin-based think tank focused on NATO and European security policy. Of the removal of US long-range fire capabilities, he said, 

“The U.S. holds a factual monopoly inside NATO on long-range fires -- that is why this is operationally more serious than the troop number."

The withdrawal of submarine capabilities creates a very specific problem for NATO planners. American nuclear attack submarines provide NATO with capabilities no European navy can replicate, at least not at the same scale: undersea surveillance across the GIUK gap, anti-submarine warfare against Russian boats operating in the North Atlantic and Arctic, and covert strike options that create dilemmas for Russian planners. Removing that contribution entirely from NATO crisis planning does not pressure Russia. It removes a constraint on Russian operational freedom that has existed since the 1950s.

Establishing robust European-sourced air and missile defenses with similar capabilities to US-made systems may still take five to ten years, according to security analysts. Several assessments place a window of risk starting in 2027, the period between when U.S. commitments are reduced and when European alternatives are operational.

The Administration's Justification: Pacific Realignment

The official framing from senior Pentagon officials has gestured toward the Indo-Pacific. Washington wants to focus on challenges "where only American power can play a decisive role" in Asia and the Western Hemisphere,

There is reason to be skeptical of that rationale. Putting aside the fiery language coming from the White House and the Pentagon about NATO and Europe, there have been no new force structure announcements for the Pacific theater. The 2nd Armored Brigade Combat Team, 1st Cavalry Division, whose Poland rotation was canceled, returned to Fort Hood and, as of this writing, has not been planned for redeployment to the Pacific.

There is no published force posture review, no announced receiving commands in the Pacific theater, and no operational logic connecting European reductions to Pacific reinforcement. Bombers halved for NATO are not showing up at Andersen Air Force Base. Submarines withdrawn from NATO crisis plans are not redeploying to the Seventh Fleet. In fact, the movement of forces runs in the opposite direction - Patriot batteries and THAAD components have been pulled from South Korea to the Middle East, leaving the Korean Peninsula with reduced high-altitude and mid-tier missile defense coverage at precisely the moment North Korea has conducted more than twenty missile tests in 2026 alone.

The Iran War has not freed up forces for the Indo-Pacific -- it has drained them. Roughly a dozen B-1 bombers are currently operating out of

 in support of strikes on Iran -- potentially more than half of the Air Force's entire mission-capable Lancer fleet. Those aircraft did not come from a European reserve. They came from the same bomber enterprise that the Pentagon is now proposing to cut by half for NATO crisis plans. On the naval side, the Iran buildup represents the fifth time in two years that a carrier strike group has been redeployed from Asia to the Middle East - a pattern that documents, in plain operational terms, the persistent drain on Pacific coverage. The munitions picture is worse. 

In the 12-day Iran-Israel exchange in summer 2025, the United States expended an estimated 25 percent of its total upper-tier missile interceptor stockpile - a burn rate that exceeded 150 percent of annual global production at the time. Multiple Patriot batteries and THAAD interceptors have since been redeployed from allied nations in the Pacific to the Middle East, stripping both mid-altitude and high-altitude missile defense layers from the Western Pacific simultaneously. The forces being pulled from Europe are not reinforcing the Pacific. The Pacific is already borrowing against itself to sustain the Middle East.

Washington has signaled their intent to significantly reduce the commitment of US forces to NATO allies. When the White House has indicated its intent to do this in the past, they were halted by Congress and dissuaded by professionals at Foggy Bottom and the Pentagon. 

This time, the White House may succeed in its plan to 

. That leaves three open questions: will Congress step in, what will the Europeans do to fill the gap, and will Russia take advantage of the resulting reshuffle to whether Russia will test the alliance's resolve along NATO's eastern flank - beginning with the Baltic states.

The Pentagon Is Pulling Back Forces Once Reserved for a European Crisis

The F-14 Tomcat is one of the most recognized aircraft in American military history - thirty-two years of carrier service, combat from the Gulf of Sidra to the skies over Iraq, and a cultural footprint cemented by a 1986 film that sent Navy recruiting numbers through the roof. It was retired in 2006. Since then, federal law has required the systematic destruction of nearly every remaining airframe. 

Congress is now moving to stop that - for three jets, at least.

 And incredibly, they are opening the door for one of them to fly again.

When the Navy retired the Tomcat, Iran remained the only other country operating the type. Tehran had acquired 79 F-14As from the United States before the 1979 revolution and had been cannibalizing spare parts ever since to keep its small fleet marginally airworthy. 

 FY2008 National Defense Authorization Act 

specifically prohibited the Department of Defense from selling any F-14 fighters or parts, or granting an export license to allow any to leave the country. 

Air Force's 309th Aerospace Maintenance and Regeneration Group facility

 known as the Boneyard - were ordered shredded to prevent parts from reaching Iranian buyers. It worked, and it was thorough. 

There are only eight remaining F-14s in storage 

at the Boneyard out of more than 630 that flew with the Navy before the fleet-defense fighter was retired in 2006.

The security rationale has largely collapsed. Iran is believed to be the only remaining F-14 operator, though Tehran's last Tomcat is believed to have been destroyed on the ground in March by Israeli air strikes as part of the joint U.S.-Israeli bombing campaign against Iran. 

With Iran's fleet apparently gone, the primary justification for continued destruction no longer holds. Three of the remaining eight airframes now have a congressional lifeline.

Senate Bill 4161, titled the Maverick Act,

 authorizes the Secretary of the Navy to transfer three surplus F-14D aircraft to the U.S. Space and Rocket Center Commission in Huntsville, Alabama. The 

legislation passed the Senate by unanimous consent

 on April 28, 2026, and now awaits action in the House of Representatives.

Senator Tim Sheehy (R-Mont.), Naval Academy graduate, and former Navy SEAL, introduced the Senate version on March 23, with Senator Mark Kelly of Arizona - a retired naval aviator and astronaut - as co-sponsor. In the House, Representative Abe Hamadeh (R-Ariz.), an Army Reserve officer, 

introduced companion legislation on April 16,

The three airframes were not chosen at random. One of the planes specified in the bill was one of two F-14s to score a rare air-to-air kill in a 1989 dogfight with two Libyan MiG-23s over the Gulf of Sidra.
